PROGRAM DESCRIPTION

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. Reasonable accommodations will be considered on a case-by-case basis for exemptions to this requirement in accordance with applicable law. JOB SUMMARY:

The primary responsibility of the Finance Manager is to support the implementation of services in an emergency setting. The Finance Manager directly oversees all financial and accounting activities including all finance activities and reporting in the response sites.

MAIN TASKS AND RESPONSIBILITIES

Accounting and Finance Management • Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation • Responsible to ensure financial resources availability for local payments of the team, in coordination with International Finance Desk. • Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performing in accordance with internal policy and procedures • Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments • Suggest formats for financial reporting to aid financial statement users to better understanding the contents of the reports for decision-making and strategic planning purposes • Ensure the maintenance of accurate records of financial transactions of the response office and other field sites in order to monitor financial status of all project activities • Ensure that the financial reports meet requirements of both field and senior management by submitting reports on or before the deadlines set and including relevant information for all the users of the financial reports • Direct the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements • Maintain the organizations system of accounts ensuring all accounting data are updated, reconciled and fully supported • Oversee training of finance staff and provide technical support to country program and logistics • Supervise or prepare budgets • Present & facilitate review of actual to budget expenditures with direct line manager, senior management and field teams • Provide recommendations for budget realignments as required • Make frequent visits to field offices provide training to finance staff on internal procedures and requirements

Training and Capacity Building • Determine training needs for finance staff. • Train national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs. • Advocate and plan for professional development for expat and national staff

Working Relationships • Maintain frequent communication with Regional Finance Coordinator to ensure finance activities and objectives are communicated. • Work with direct line manager, senior management and field teams to ensure the coordination of programs are within budgeted targets • Attend coordination meetings which are relevant to country activities • Interface with national government and relevant agencies to ensure compliance with varying government regulations

Representation • Serve as the principal liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors • Establish and update contact details of potential donors in-country • Participate in donor meetings and communicate relevant information to HQ • Work with key donor staff to develop and maintain optimum financial and programmatic relationship • Ensure maximum visibility of the agency among the NGO community • Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information. • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

Compliance & Ethics • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.

General • Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.

Policy Adherence • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

MINIMUM QUALIFICATIONS

• Typically, a University’s degree in Accounting or Business Administration; preferably a Master’s degree. Equivalent combination of relevant education and experience may be substituted as appropriate. • Typically, 7+ years of relevant and progressive experience in the finance field, in minimum 3+ years of managerial experience in a non-profit organization. • Extensive experience in the administrative and financial management of overseas programs at the management level • Extensive experience in working with computerized accounting systems, preferably Deltek- Costpoint, TM1. • Comprehensive knowledge and working experience with USAID, UN Agencies, World Bank, EU, DfID and other donors • Experience in developing and managing procurement and logistical procedures and policies • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project management. • Strong writing and presentation skills • Proven capabilities in leadership required • Strong negotiation, interpersonal and organization skills

ADDITIONAL TECHNICAL OR LANGUAGE REQUIREMENTS

Eligibility to work in the European Union or Ukraine desirable. Fluency in Russian, Ukrainian, Polish or other relevant language preferred.

Misconduct Disclosure Scheme
