PROGRAM DESCRIPTION

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

The position is based in Ukraine and may require in country travel based on security.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. JOB SUMMARY:

The Cash and Voucher Assistance (CVA) Project Manager will develop, establish and manage International Medical Corps’ cash project in the country mission. This involves assessments of markets, coordinating with other actors, designing the projects, contributing to proposals, developing and documenting processes and procedures, effectively managing and reporting on the project, and capturing learning and shaping International Medical Corps’ cash strategy within the response.

MAIN TASKS AND RESPONSIBILITIES

Project Management
• Assess markets and evaluate other CVA projects to identify opportunities, challenges, and gaps in service.
• Design interventions based on identified gaps & response strategy, working with staff from different sectors.
• Manage the assigned project(s) and report promptly any operational concerns to line manager (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
• Monitor & supervise project activities, evaluating progress through outputs & impacts using both quantitative & qualitative data, and involving the project team in analysis and taking actions to ensure continued progress.
• Facilitate design & potential implementation of a pilot blockchain project, with the global Food Security and Livelihoods Advisor.
• Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.

Financial Management
• Monitor the data collection related to tracking of cash payments to beneficiaries.
• Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the International Medical Corps standards with regard to financial management, including accountability and good governance.
• Support the team where needed in the selection, the set-up and management of cash assistance modalities for the project, in alignment with sector standards of the concerned banking institutions.

Communication and Coordination
• Ensure accurate and timely reporting of activities according to International Medical Corps, donor and timeframes and formats.
• Set clear objectives and indicators for project activities in collaboration with the staff and field managers.
• Develop appropriate, regular, transparent and supportive communication structures with the assigned team, International Medical Corps in-country managers and advisors to ensure good partnerships.
• Liaise with the Technical Unit Advisor for the support with the project design and Cash and Voucher Assistance country strategy drafting.

Quality Assurance
• Ensure projects are implemented in line with donor proposals and requirements and in accordance with International Medical Corps, donor, country and international standards i.e. CALP, Sphere and CHS standards.
• Ensure the inclusion of multichannel feedback measures, data protection considerations and security aspects to be implemented to avoid fraud and corruption as well as unattended effects.

MINIMUM QUALIFICATIONS and EXPERIENCE

• Typically, Bachelor’s Degree in Humanitarian Affairs, Public Health, Emergency Management, Economics, Food Security, Agriculture or related field. Equivalent combination of relevant education and experience may be substituted as appropriate.
• Typically, 5+ years of experience working internationally coordinating or managing cash- and market-based programming, including direct experience in implementing cash transfer programs with an NGO
• Significant experience with market assessments and analysis tools
• Experience engaging/working with other partners organizations
• Familiarity with common donors (BHA, BPRM, FCDO, ECHO, UN) and the coordination system, market analysis in emergencies and in development contexts is desired
• Knowledge, practical understanding of and ability to work within both relief and development NGO contexts
• Demonstrated experience in program development and implementation – including proposal development and submission, donor reporting, and program close-out.
• Ability to work in a hands-on implementation capacity
• Ability to write clear and well-argued assessment and project reports
• Excellent communication skills
• Politically and culturally sensitive
• Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
• Fluency in written and spoken English
