Mali: Security and Safety Manager

ABOUT THE OPPORTUNITY

Under the authority of the Project Director, the Security and Safety Manager will assist the latter in the implementation of the Internews security management policy to improve security and safety standards in the Internews office area. and in the operational areas in the interior where Internews activities take place. They will work in close collaboration with the Administration, Finance and Human Resources Department of Internews Mali as well as with the Security Department of Internews Headquarters. As an active member of the Internews teams, they will have to ensure that all Internews activities are guided by security policies and procedures in line with the context of Mali and known to staff.

LOGISTICS

Internews has field offices in Mali. Ultimately, this role will be based in Bamako, Mali.

Wherever possible, we work to try to find solutions for international hiring that work for both the company and the candidate. DAY-TO-DAY TASKS will include:

• Provide analysis and understanding of the security and humanitarian context;
• Ensure a security and humanitarian watch in the areas of intervention of Internews in Bamako and inside the country and provide quality analysis to guide the implementation of programs;
• Provide credible information and understanding of the security context and humanitarian access incidents across Bamako and the country as well as appropriate advice to Internews staff and programs;
• Submit regular reports on the dynamics of the security context and the conditions of humanitarian access in the areas of operation of Internews;
• Provide logistic support.

Safety and Security Management

• Contribute to updating Internews security management plans and tools known to all staff;
• Under the instruction of the Project Director, conduct risk assessments related to buildings (offices and possibly residences) under contract;
• Monitor actions to be taken to ensure compliance with safety and security standards;
• Contribute to the continuous evaluation of equipment so that minimum security conditions are met, with particular attention to communication equipment (Thuraya);
• Collect and consolidate requests for movement of program teams and participate in the validation of field trips by Internews Mali staff within the country;
• Work with the Project Director, Human Resources (HR) to ensure timely and appropriate follow-up on breaches of the Internews Code of Conduct, in addition to operational breaches of the Humanitarian Principles;
• Brief all new staff members (locals and expatriates) on the security rules and the context of intervention of Internews programs, and provide them with the essential documents according to the roles and needs of each.

Humanitarian Access Management

• Participate in the implementation of humanitarian access strategies and approaches adapted to local contexts in the areas of intervention of Internews;
• Supervise and advise the field teams on the implementation and review of the adapted acceptance strategies defined by Internews;
• Ensure that Internews, its mission and its work in the areas of operations are known and accepted by beneficiary communities and conflict stakeholders;
• Participate in evaluations to consider new Internews programs in new geographies, and participate in regular evaluations of ongoing programs;
• Ensure the drafting and updating of Roads Books (mapping of axes) as well as the contact list of resource persons.

Monitoring and Reporting

• Supervise the security agents deployed at the Internews office in Bamako;
• Write weekly and monthly security reports (database) on the security situation in Internews’ areas of intervention;
• Ensure that all incidents and accidents are monitored and that an incident report is drawn up, which will then be transmitted in a timely manner;
• Ensure the maintenance of a database on incidents that have affected the Internews Office or the staff on mission in the areas of intervention of Internews projects;
• Conduct security briefings for newcomers or Internews recruits;
• Train or organize training for staff members on the use of means of communication, security rules or any other medium that can improve the security of the mission;
• Remain available to staff in the event of a support request related to the context or security and be proactive in the event of an identified need.

External Relations

• Liaise with relevant actors in the field of security, for example: Specialized security companies, other NGOs focusing on the security aspect (INSO), UN agencies, UNDSS, MINUSMA,
• Upon authorization from the Project Director, represent Internews at external meetings related to security and humanitarian access issues.

Logistic Support

• Support the Administration, Finance and Logistics department in its daily tasks (collection of pro-forma, drafting and/or proofreading of administrative correspondence;
• Carry out any other tasks that may be entrusted to him for the smooth running of the organization;
• In all duties, an understanding of and demonstrated commitment to upholding Internews’ Core Values.

QUALIFICATIONS WE’RE LOOKING FOR :

• University degree in Socio-Anthropology, Law, Management or former representative of security and/or law enforcement services;
• Two to three years of experience in management and security analysis, experience in humanitarian work would be a plus;
• Experienced and well informed of the security and community context of Mali in terms of security, estimation of risks and impacts and awareness of the dangers that could harm the organization;
• Ability to work independently with an obligation of result;
• Strong relational and editorial skills in French and other local languages (Bambara, Peulh, Dogon, Songhrai and Tamashek) in the areas where Internews operates. English will be a strong asset;
• Good knowledge of the computer tool (office pack), in particular Word, power point and spreadsheets;
• Strong interpersonal skills and perfect personal integrity;
• Ability to build strong relationships with communities, partners and other stakeholders to promote understanding of Internews’ mandate and programs;
• Ability to promote acceptance of the organization present in the areas of intervention;
• Ability to work carefully, professionally, and constructively with anyone regardless of nationality, ethnicity, gender, religion, tribe, or cultural background;
• Strong situational analysis skills, attentive to the smallest details;

DESCRIPTION DU POSTE Placé sous l’autorité du Directeur de projet, l’officier Sécurité et Sûreté assistera ce dernier dans la mise en œuvre de la politique de gestion de la sécurité de Internews pour améliorer les normes de sécurité et de sûreté dans la zone du bureau de Internews et dans les zones opérationnelles à l’intérieur où se déroulent les activités de Internews. Il/Elle travaillera en étroite collaboration avec le Département Administration, Finances et Ressources humaines de Internews Mali ainsi qu’avec le Département Sécurité du Siège de Internews. En qualité de membre actif des équipes de Internews, il/elle devra veiller à ce que toutes les activités de Internews soient guidées par les politiques sécuritaires et les procédures en adéquation avec le contexte du Mali et connues du personnel.

LOGISTIQUE

Internews possède des bureaux de terrain au Mali. A terme, ce poste sera basé à Bamako, au Mali.

RESPONSABILITES

• Analyse et compréhension du contexte sécuritaire et humanitaire ;
• Assurer une veille sécuritaire et humanitaire dans les zones d’intervention de Internews à Bamako et à l’intérieur du pays et fournir une analyse de qualité pour orienter la mise en œuvre des programmes ;
• Fournir des informations crédibles et une compréhension du contexte sécuritaire et des incidents liés à l’accès humanitaire à l’échelle de Bamako et du pays ainsi que des conseils appropriés aux membres du personnel et aux programmes de Internews ;
• Soumettre des rapports réguliers sur la dynamique du contexte sécuritaire et des conditions d’accès humanitaire dans les zones d’opération de Internews ;
• Appui logistique.

Gestion de la sécurité et de la sûreté

• Contribuer à la mise à jour des plans et outils de gestion de la sécurité de Internews et connus de l’ensemble du personnel ; Sous la direction du Directeur de projet, conduire les évaluations de risques liés aux bâtiments (bureaux et résidences éventuellement) sous contrat ;
• Suivre les actions devant être prises pour assurer la conformité avec les normes de sécurité et de sûreté ;
• Contribuer à l’évaluation continue des équipements pour que des conditions de sécurité minimales soient respectées, en portant tout particulièrement attention au matériel de communication (Thuraya) ;
• Collecter, consolider les demandes de mouvements des équipes programmes et participer à la validation des déplacements terrains des staffs de Internews Mali à l’intérieur du pays ;
• Travailler avec le Directeur de projet, les Ressources humaines (RH) pour assurer un suivi opportun et approprié des violations du Code de conduite de Internews, en plus des violations opérationnelles des principes humanitaires ;
• Briefer tous les nouveaux membres du personnel (locaux et expatriés) sur les règles de sécurité et le contexte d’intervention des programmes de Internews, et leur fournir les documents essentiels en fonction des rôles et besoins de chacun.

Gestion de l’Accès Humanitaire

• Participer à la mise en œuvre des stratégies et des approches d’accès humanitaire adaptées aux contextes locaux dans les zones d’intervention de Internews ;
• Superviser et conseiller les équipes terrain sur la mise en œuvre et l’examen des stratégies d’acceptation adaptées définies par Internews ;
• S’assurer que Internews, sa mission et son travail dans les zones d’opérations sont connus et acceptés par les communautés bénéficiaires et les parties prenantes aux conflits ;
• Participer aux évaluations pour envisager de nouveaux programmes Internews dans de nouvelles zones géographiques, et participer à des évaluations régulières des programmes en cours ;
• Veiller à la rédaction et à la mise à jour des Roads Books (cartographie des axes) ainsi que de la liste de contact de personnes ressources ;

Supervision et Production de Rapports

• Superviser les agents de sécurité déployés au bureau de Internews à Bamako ;
• Rédiger des rapports de sécurité (base de données) hebdomadaires et mensuels sur la situation sécuritaire des zones d’intervention de Internews ;
• Veiller à ce que tous les incidents et accidents fassent l’objet d’un suivi et que soit rédigé un rapport d’incident, qui sera alors transmis dans les délais ;
• Veiller à la tenue d’une base de données sur des incidents ayant affectés le Bureau Internews ou le staff en mission dans les zones d’intervention des projets Internews ;
• Faire les briefings de sécurité des nouveaux arrivants ou recrues de Internews ;
• Former ou organiser des formations auprès des membres de personnel concernant l’utilisation des moyens de communication, des règles de sécurité ou de tout autre support pouvant améliorer la sécurité de la mission ;
• Rester disponible auprès des personnels en cas de demande de support liée au contexte ou à la sécurité et être proactif en cas de besoin identifié.

Relations externes

• Assurer la liaison avec les acteurs pertinents dans le domaine de la sécurité, par exemple : les Sociétés spécialisées dans la sécurité, les autres ONG se concentrant sur l’aspect sécuritaire (INSO), les agences de l’ONU, l’UNDSS, MINUSMA,
• Sur autorisation du Directeur de projet, représenter Internews à des réunions externes en lien avec les thématiques de sécurité et d’accès humanitaire.

Appui logistique

• Appuyer le département Administration, Finances et Logistiques dans ses tâches quotidiennes (collectes de pro-forma, rédaction et/ou révision de correspondances administratives ;
• S’acquitter de toutes autres tâches qui pourraient lui être confiées pour la bonne marche de l’organisation.

QUALIFICATIONS ET COMPTENCES REQUISES

• Diplôme universitaire en Socio-Anthropologie, Droit, Management ou ancien représentant de services de sécurité et/ou de maintien d’ordre ;
• Avoir deux à trois ans d’expérience en gestion et analyse sécuritaire, une expérience dans l’humanitaire serait un plus ;
• Expérimenté et bien informé du contexte sécuritaire et communautaire du Mali en matière de sécurité, estimation des risques et des impacts et conscience des dangers pouvant nuire à l’organisation ;
• Capacité à travailler de manière indépendante avec obligation de résultat ;
• Forte capacité relationnelle et rédactionnelle en français et autres langues locales (Bambara, Peulh, Dogon, Songhrai et Tamashek) des zones d’intervention de Internews. L’anglais sera un atout majeur ;
• Maîtrise de l’outil informatique (pack office), notamment Word, power point et tableurs ;
• Fortes capacités relationnelles et parfaite intégrité personnelle ;
• Capacité de tisser les liens solides avec les communautés, les partenaires et autres détenteurs d’enjeux pour faire comprendre le mandat et les programmes d’Internews ;
• Capacité de promouvoir l’acceptance de l’organisation présente dans les zones d’intervention ;
• Capacité de travailler attentivement, professionnellement, et de manière constructive avec toute personne sans se soucier de la nationalité, l’appartenance ethnique, le genre, la religion, la tribu, ou l’origine culturelle ;
