CONTEXT: The operations division counts 5 geographical divisions, 4 technical divisions, 1 Atlas Logistic division and 1 emergency division (ED).

One of the 5 geographical divisions is the Middle-East Geographic Division, composed of 1 Director, 1 Assistant de Dir Geo and 3 Operations Officers. The full portfolio is: Iraq, Jordan, Lebanon, Palestine Syria, Yemen.

HI is looking for an operation officer to contribute to the implementation of the 3-year strategy of the programme by assisting, controlling and upgrading projects roll-out in Iraq.

MAIN RESPONSIBILITIES: Under the direct management of the Geographic Director for Middle-East, you act as a focal person for the programme and cooperate with a large range of HQ-based stakeholders: technics, human resources, finance, logistics, institutional funding…

You monitor the implementation of HI strategy

· controlling and producing adequate and reliable reporting

· monitoring by feeding relevant dashboards of the Geo Division with follow up of: donors deadlines and funding research funds, projects burn rates, recruitments, implementation of policies

· Alert the Geographic Director or other relevant services in case of problems and contribute to problem identification and recommend actions to be taken

· Ensuring that a quality control mechanism of the projects and programs is set up and running

You assist programs in operation implementation and issue resolution

· You ensure regular communication with Field Operations Managers/Country Managers

· You facilitate issue resolution, resource identification and direct support

· You provide feedbacks on strategic views for the program.

· You ensure briefings and debriefings of relevant staff in key positions

· You animate regular or ad hoc information and coordination meetings

You contribute to program capability improvement

· deployment and capacity building with regards to project management and MEAL, in link with Impact, Information & Innovation Division

· dissemination of donor compliance rules, in link with Institutional Funding Division

· capacity building in terms of emergency response, in close link with Emergency Division.

· improving practices and frameworks on specific cross cutting topics

DESIRED PROFILE:

· With Master’s Degree in humanitarian action, you have at least 2 years’ experience in international project management, in emergency or post-conflict context**

· The knowledge of Middle-east context is an asset**

· You have experience in capacity building, you know how to work remotely with different and multicultural teams**

· You have good knowledge of donors regulations and processes**

· You have excellent command of French and English. Arabic is a plus.**

· You main asset? You are very organized, and diplomatic**

CONDITIONS OF THE POSITION:

· 18 months contract starting from 15th March 2022 based in Lyon, France

· Additional benefits: luncheon vouchers and health insurance

· Working hours: 39 hours a week with 9.5 weeks off to be taken each year
