POSITION SUMMARY

IREX seeks qualified LWA Manager/Chief of Party (COP) candidates for an anticipated USAID-funded inclusive development Leader with Associates mechanism to bolster USAID Missions and DC-based operating units’ ability to represent and address the needs of marginalized, under-represented populations and/or people in vulnerable situations (MUGPVs). Associate Awards (AAs) released under this LWA mechanism will address programmatic gaps USAID Missions have in assessing the needs of, engaging with, and supporting the priorities of marginalized and underrepresented groups around the world. This includes accompanying local organizations in their ongoing efforts to transform their societies to be more inclusive and equitable and responsive to the needs of marginalized communities across diverse geographic regions and areas of programming. The LWA Manager/COP will serve as the principal point of contact for USAID; oversee the collaborative, transparent, and efficient management of individual AAs; and ensure that the LWA consortium of members achieves the desired results.

DUTIES AND RESPONSIBILITIES

· Co-create effective, equitable and inclusive LWA governance processes that empower diverse Consortium partners to participate in LWA decision making, agenda setting and resource allocation

· Ensure individual AAs achieve desired inclusive development objectives and contribute to the growing evidence base and learning agenda related to those objectives

· Serve as the principal liaison with USAID and LWA consortium members

· Develop plans and strategies for fostering relationships with USAID Missions and DC-based operating units and getting them to buy-in

· Coordinate with consortium members, buy-in clients and their respective leadership to manage AAs end-to-end, ensuring adherence to scope, quality, time, and budget constraints

· Work with relevant stakeholders to proactively solve conflict situations through problem-solving, negotiation, open communication, and direct influencing

· Supervise, manage, and mentor LWA key personnel and work in close coordination with IREX’s home office team

· Oversee LWA budgeting, financial management, and compliance

· Apply IREX’s commitment to diversity, equity, and inclusion (DEI) in all aspects of programmatic, administrative, financial and personnel management as well as building and nurturing relationships with partners built on mutuality

· Represent IREX publicly and support its organizational development

· Other duties, as assigned

SKILLS AND EXPERIENCE

· A minimum of 10 years’ relevant experience in addressing the needs of marginalized, under-represented populations and/or people in vulnerable situations (MUGPVs), preferably with extensive experience working with organizations led by MUGPVs to influence policy and achieve development outcomes

· At least 10 years’ experience successfully designing, managing, and implementing donor-funded international technical assistance projects

· Demonstrated experience developing and managing relationships with counterparts at USAID, working in collaboration on decisions around strategy or funding and/or designing programs with a strong focus on inclusive development

· Proven track record in coordinating multiple international partner organizations as part of a consortium

· Experience with participatory grantmaking and inclusive program management in partnership with local organizations representing children in adversity and/or led by persons with disability; indigenous peoples; LGBTQI+ people; and/or youth

· Proven leadership qualities and excellent management skills

· Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives in compliance with USAID rules and regulations

· Demonstrated familiarity with USAID’s Program Cycle; Collaborating, Learning, and Adapting framework; inclusive development approaches; Positive Youth Development framework; gender equality and women’s empowerment policies and guidelines; and implementation of safeguarding policies

· Strong representational and organizational skills

· Professional fluency in English; professional proficiency in a second language preferred

· Graduate degree in a relevant field
