Under the direct supervision of the Head of Sub Delegation, the Logistics Site Manager 2 coordinates and is responsible for all logistics activities within MUBI Area of Responsibility (AoR). S/He ensures that logistics systems are in place and operational and provides technical and operational support for purchasing, warehousing, stock management, import-export activities, and generation of statistics, in accordance with ICRC logistics standards. S/he ensures appropriate planning and effective use of resources in MUBI area of responsibility. S/he is the direct line manager of logistics staff in MUBI Sub-Delegation as well as maintains functional line management of logistics staff in Yola & Biu offices which falls under the AoR of Mubi Sub Delegation.

Main Duties and Responsibilities

  • Sets up, adapts, and maintains infrastructure according to needs, in collaboration with the Deputy Logistics Country Manager.
  • Ensures the logistics procedures are managed in accordance with the institutional logistics standards and the logistics strategy for the country.
  • Acts as focal point for all logistics management and activities within the Sub-Delegation including order and supply chain management, procurement, warehousing, fleet management, transportation, information management and reporting.
  • Manages, coordinates, and monitors the activities of the logistics team in Mubi, Yola and Biu offices of the Sub Delegation.
  • Conducts with the purchaser the market analysis and research into the availability of goods and services for Mubi, Yola & Biu local market.
  • Monitors with the warehouse responsible storage conditions to ensure that adapted hygiene and warehousing standard levels are constantly applied for protection from heat, freezing, water, fire, dirt, vermin, and rodents.
  • Ensures with the Car Dispatcher the well-functioning of the fleet team, including adequate use of the driver’s roster, monitoring compensations and holidays to ensure driver duty coverage always.
  • Takes all necessary steps to ensure that the Car Dispatcher is implementing the delegation’s security rules in the dispatch of vehicles and/or during field trips.
  • Ensures with the SCO (Supply Chain Officer) that requesters respect all the logistics procedures while initiating their orders (Supply Request – SR).
  • Discuss with the Supply Chain Coordinator, SCO and the Warehouse Responsible to optimize the replenishment of the warehouse.
  • Ensures collaborative demand planning is carried out with the departments, and ensures information is shared with the sub-delegation and the Deputy Logistics Country Manager.
  • Follows up on the supply pipeline with the sub-delegation, delegation in Abuja/Jos, including for Import-Export activities where necessary.
  • Makes sure that ICRC rules on financial management about necessary approvals before committing ICRC financially are followed and respected.
  • Is responsible for managing finances for the cost Centers under their responsibility.
  • Checks and validates invoices from supplier in respect to the financial rules of the Delegation according to the agreed financial threshold
  • Maintains and ensures proper use of general and specialized logistics IT tools.
  • Ensures timely and proper handling and submission procurements files in ProFiles.
  • Ensures that the logistics department follows up on the Sub-Delegation Security Rules.

Education and Experience Required

  • University degree in Logistics or relevant field
  • Minimum six (6) years’ work experience, preferably in commercial or humanitarian logistics, including management experience.
  • Good command (spoken and written) of English and Hausa.

Desired profile and Skills

  • Humanitarian field experience an asset.
  • Computer proficiency and knowledge of specialized software.
