Overview of the POSITION :
– The Logistics & Procurement Manager is responsible for ensuring the purchase of goods and services that will best help us achieve our objectives, cost-effective and timely logistics of goods and staff, while finding supplier partners that strike a balance between quality and cost. In addition, this position is responsible for the Bangui office (incl. maintenance, movement, reception of visitors etc.).
– MAIN ROLES AND RESPONSIBILITIES :
– Plan, manage and evaluate procurement operations, liaising with internal stakeholders, suppliers, logistics providers, transport companies and customers;
– Create and implement best practice procurement principles, policies and processes across the organisation to improve operational and financial performance;
– Manage flights and movements of staff and freight from Bangui to Kocho (flight). Ensure that the air waybill is completed correctly and share it with the relevant parties;
– Ensure that all purchase requisitions are processed in a timely manner and that purchase orders are prepared and signed by the Head of Department. To monitor the supply request through to delivery to Kocho. This includes local and international purchases;
– To provide solutions to supply problems while maintaining high levels of quality and service within budgetary requirements;
– Supporting continuous improvement initiatives and identifying inefficiencies and cost optimisation opportunities, including ongoing risk analysis;
– Ensure the integrity of stock accuracy and manage stock movements with the help of direct reports;
– Ensure that supplies are ordered in a timely manner and that budgetary requirements are met;
– Ensuring that all procurement operations comply with local laws and the requirements of our donors, including carrying out environmental impact assessments;
– To plan the technical requirements and the acquisition of appropriate equipment and goods necessary for the smooth running of the organisation’s activities;
– Ensure the implementation of systems to guarantee cost control while working in collaboration with the finance department;
– Monitor and supervise purchases and stock orders;
– Responsible for all stocktaking and accounting;
– Ensuring and training technical staff to achieve the required level of excellence;
– Ensure that all safety and maintenance standards are complied with;
– Ensuring the timely delivery of the project’s logistics and infrastructure operations;
– Prepare monthly, quarterly and annual reports as required; and
– Carry out any other related tasks as requested by management.
– Any other related tasks/projects requested by management relating to the department.
Skills required
• Minimum of five (5) years’ experience in a similar role, with a preference for two (2) years in a conservation or not-for-profit organisation;
• A postgraduate degree in procurement, logistics, supply chain management or other related field of study;
• Expert knowledge of technical purchasing regulations;
• High level of knowledge and understanding of a variety of supply chain management components;
• Excellent organisational, analytical and oral and written communication skills in English and French;
• Strong ability to manage time and competing priorities;
• Strong initiative, perseverance and resilience;
• Willingness to live in a remote environment and previous experience of life in Africa; experience of working in the Central African Republic would be an advantage;
• A good team player with experience of working with multicultural teams.
