Background

Oxfam is an International Non-Governmental Organisation specialized in responding to Humanitarian crisis. As the conflict in Ukraine has forced millions of people to flee to neighbouring countries. Oxfam is working alongside local actors to provide different types of support to refugees with basic needs including hygiene, sanitation, WaSH and protection activities at different reception and centres and border areas in Poland. The content and humanitarian response is rapidly evolving.

Tasks and responsibilities

Under the supervision of Logistics coordinator, support all Supply Chain and Logistics related activities in a professional manner including procurement, warehousing, asset management, transport, distribution, and fleet management.

Key responsibilities include (but are not limited to):

Procurement

  • Contribute to programme assessments, supply planning and design
  • Check the market and establish local prices for materials used by the projects and office
  • Maintain and manage good relationships and contact with local suppliers
  • Ensure requisitions and requests from the field are followed up
  • Support the analysis of bids, quotations and other documents and participate in decision making for procurement
  • Follow up on the good arrival of shipments and deliveries
  • Ensure supply of regular materials and services required for office and accommodation
  • Support the Logistics Coordinator with international import and export

Storage

  • Ensure that all equipment and project supplies for distribution are handled and stored according to Oxfam policies and procedures in a timely and efficient manner
  • Control movement of inventory according to local procedures and guidelines
  • Support the management and recording of stock to ensure accurate reporting

Fleet management

  • Coordinate the movements of a small fleet of rental vehicles: fuel consumption, rental, pick up staff in the train station
  • Promote good driving practice
  • Support the technical review, budgeting of vehicles for rent and purchase
  • Support the logistics coordinator to manage vehicles rented and owned by Oxfam including maintenance, technical reviews, fuel monitoring and budgeting

Miscellaneous

  • Coordinate and liaise with internal and external stakeholders to ensure efficient support
  • Maintain the general condition of the office and Oxfam staff accommodation
  • Provide regular communication and reports on the status of logistics activities
  • Support Oxfam team with local knowledge and translation where needed
  • Work with local partners organizations to support with assessing needs, identifying logistics capacity building needs, and supporting them in the implementation of their activities.
  • Support, coordinate and liaise with internal, (Logistics coordinator in Poland, Country lead of the emergency response, and program staff) and external stakeholders (including other NGOs) to ensure logistics efficiency.
  • Support Logistics coordinator to supervise, manage and coordinate all Supply & Logistics related activities from the technical and management point of view in a professional manner

Qualifications and experience:

Essential:

  • Able to drive with a valid driving license for Poland
  • Fluent Polish and English languages
  • Good verbal and written communication skills
  • Good numeracy skills
  • Good organizational skills, including, ability to work to deadlines, priorities, and pay attention to detail
  • IT: Good knowledge of Excel and Work
  • Ability to solve problems
  • Ability to work in a team and under pressure, adaptable and Flexible
  • Commitment to Oxfam’s values
  • A good sense of humour

Desirable:

  • Relevant university degree or professional qualification in related field including Logistics, Procurement, Business Administration, Accounting, Project Management or equivalent
  • Experience in procurement, logistics or administration is an advantage
  • Experience working with NGOs (Non-governmental Organisations) is an advantage
