Description

 

Responsibilities:

  • Responsible for all procurement process in Iraq & NE Syria;
  • Technically supervise Logistics Team in NE Syria;
  • Manage local emergency stockpile and goods consolidation point in order to permit the rapid movement of program supplies.
  • Design and implement warehouse management and commodity tracking system.
  • Assist the program team to set the procurement plan for each project and implement it with the coordination with the senior field manager.
  • Work with field staff to undertake the transport of commodities in an efficient safe way including reviewing required documents for completeness and correctness and facilitating timely support from relevant team members in IDA.
  • Assess existing logistics operations systems and advise on corrective measures to be undertaken.
  • Design and implement proper tools to manage the fleet of the cars ensuring transport policies are being followed in IDA Erbil office.
  • Carry out all procurement activities based on the approved budgets and applied policies.
  • All other duties as assigned by the Supervisor.

Qualifications & Preferred Skills

 

DA-Germany work in NES is providing health care, protection and nutrition services by providing health consultations in PHCs as well as outreach services through community health and nutrition workers.

IDA-Germany has been registered in Erbil and has established an office to oversee its planned activities in NE Syria along with an office that will be based in Kasra. The activities in NE Syria are already started in early May 2020 by running one PHC in Raqqa as a pilot project to explore the work environment and learn from it. Early in July 2020, IDA started the rehabilitation of 10 PHCs in Raqqa and Deir Ezzor, IDA will run out of them and will hand over the other 6 to local partners as a part of strengthening the health system and scaling up local partners.

IDA-Germany has another 2 components to be implemented in NES, health information management system in addition to the medical waste management System.

Qualifications, Skills and Experience:

  • Hold a Bachelor’s degree in procurement/logistics or equivalent.
  • At least 2 years’ experience from working as a procurement& logistics officer in a humanitarian/recovery context;
  • Experience with procurement & logistics procedures and regulations.
  • Previous experience working in complex and volatile contexts
  • Understanding of the operational context in NE Syria
  • Knowledge about own leadership skills/profile
  • Fluency in English & Arabic, both written and verbal
