Background/Context

The Norwegian Refugee Council (NRC) is an international humanitarian non-governmental organisation founded in 1946. NRC opened its offices in Mali in 2013 following the outbreak of the armed conflict in the north of the country that caused waves of internal displacement.

With a workforce of 260 staff and presence in key locations such as Mopti, Timbuktu, Gao and Ménaka, NRC responds to the needs of those affected by the conflict across North and Central. All these interventions are carried out through programmes such as Civil Documentation, Education, Shelter, Protection, Humanitarian Mediation, Food Security, Water, Sanitation and Hygiene, and the RRM (Rapid Response Mechanism). It has its main office in Bamako, 2 area offices (Mopti for the Centre and Gao for the North) and sub offices in Timbuktu and Menaka.

Role and responsibilities

  1. Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements
  2. Implement NRC’s logistics systems and procedures
  3. Capacity building and support of logistic and non-logistic staff with logistical responsibilities
  4. Line management of the logistics team at the country office, including recruitment and performance management
  5. Managing timely procurement processes for national and international purchasing and tenders
  6. Analyse and manage market assessments within the scope of work and at the request of programme/project developers
  7. Ensure proper donor compliance and internally reporting is accurately documented for the delivery of goods and services
  8. Ensure anti-corruption, transparency and cost-efficient focus in procedures and trainings
  9. Establish filing systems/archives according to NRC standards in all offices
  10. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  11. Provide regular analysis and monthly KPIs reports

Requirements

  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience

  • Knowledge of the context in West Africa
  • Demonstrated experience in setting up logistics systems and policies
  • Contract management an asset
