LOGISTICS MANAGEMENT ADVISOR
Job Purpose
To advice IRCS how to coordinate and manage the logistics operations of IRCS programs in order to optimize the quality and profitability of the service, achieve the objectives and meet the needs of the IRCS, partners and service providers.
To advice IRCS Logistics Head how to manage a logistics team in delivering logistics services efficiently. Major elements include international and domestic procurement, warehousing and transportation; the selection of suppliers; operate a fleet of vehicles securely for the programs (if needed); provide accurate information on logistics services, reporting and reconciliations.
The incumbent will work closely with members of the IRCS teams. The incumbent and the IRCS logistics team are expected to play an active and coordinating role in the timely provision of efficient logistics services to achieve the IRCS project objectives, to provide training and support to IRCS staff and partners to ensure quality and accountability in cross-organizational/cross-functional activities. As such, this position requires excellent communication and organizational skills, as well as technical skills in logistics.
Job Duties and Responsibilities

To advice IRCS Logistics Head how to
Manage, plan and coordinate all logistics activities at the national level
Provide support, advice and recommendations to other IRCS managers to support service delivery and overall coordination.
Work closely with the Program Managers to ensure effective logistical support is provided.
Collaborate with partners and local authorities on all logistics services related.
(The main challenge of this position is to ensure that logistics activities are carried out in compliance with national and/ or international modalities, procedures and standards in addition to the rules agreed with the different project agreements.
Main responsibilities:
To advice IRCS Logistics Head how to:
Coordinate and manage logistical support for IRCS programs in compliance with the national and/or international standards, practices and procedures and in accordance with the rules agreed in different project agreements.
Coordinate with partners and local authorities to ensure timely and efficient delivery of logistics services.
Develop and adapt the IRCS logistics strategy to provide efficient logistics services to all projects and programs.
Liaise with operational partners and government agencies at the field level to enable the most efficient delivery of logistics services.
Ensure that the IRCS logistical capacities are available to meet the level of resources required.
Provide technical advice, support and logistical training to IRCS staff and partners (if needed) to ensure that the required capacity and level of understanding is effective and that adherence to the principles of good practice and compliance is fully in accordance with the regulations, laws and procedures of the IRCS.
Lead national coordination with other humanitarian/government agencies to ensure the delivery of quality logistics services that meet the needs of partners and service users and avoid duplication of effort.
Prepare monthly reports on time detailing specifics and disseminating them to leadership.
Manage projects and resources effectively to deliver deliverables within budgets, deadlines and standards.
Manage the logistics team and ensure the planning and distribution of work, performance reviews and training
Play the role of facilitator in prefecture-level program micro-planning workshops (if needed)
Bear responsibility for ensuring that purchased goods and services meet the regulations and quality standards
Prepare and update the risk management plan and ensure its implementation.
Monitor suppliers under contract and in particular their performance.
Assume responsibility for stocks if necessary by putting in place the appropriate control mechanisms
Job Requierements
Education
Relevant university education or equivalent qualifying experience in Logistics Required
Certification in medical logistics, logistics or equivalent experience Preferred
Experience
+10 years of professional experience in general logistics, including warehousing, transport, customs clearance and supply Required
Experience in the logistics management of international funds Required
Experience working for a humanitarian aid organization in a post-conflict country with potential social conflicts Preferred
Experience working for the Red Cross and Red Crescent Preferred
Knowledge, Skills and Language
Required
Project management skills
Experience in conducting logistics estimates and implementing large-scale operations
Good understanding of financial and budgetary processes
Excellent communication skills including report writing
Excellent written and verbal communication skills as well as the ability to provide authoritative advice
Ability to perform multiple tasks at once
Valid international driving license
Be able to travel at any time and on last minute notice, to work outside normal working hours according to the demands of the situation and under stressful working conditions
English spoken and written fluently
Preferred
Knowledge of medical logistics and supply in the field of construction
Understanding of global humanitarian issues, post-disaster recovery and organizations active in this field
