The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation and legal assistance. These days NRC provides support people affected by armed conflict and those fleeing in search of safety. NRC’s main focus is to provide immediate humanitarian relief, including cash, shelter assistance, information, counselling and legal aid. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale up emergency programmes with logistics and supply chains that stretched to outside of Ukraine and are across whole country, from west to the east.

As part of its regional response plan, NRC aims at establishing a support hub which will act as a support centre for countries in the region receiving refugees and assist cross border operations into Ukraine. Initially, this support hub will focus on Initially, this support hub will focus on establishing a reliable supply chain toward Ukraine and serve as a backstop office for the Ukraine CO.**About the role:**
We are recruiting a dynamic Logistic and International Procurement Specialist to be responsible and manage the logistic set up of the “Hub” in Warsaw, according to NRC standard, and to support programme/project implementation in Ukraine with international procurement, custom clearance, warehousing and asset management:

  • Ensure that International Procurement comply with NRC Logistic handbook, policies and donor requirements
  • Facilitate import/export processes to Poland/Ukraine, according to NRC Guidelines
  • Produce Support Documents according to import/export requirements, considering legal restrictions, country of origin and current market values.
  • Determines duty and taxes to be paid on imported merchandise, considering its classification value.
  • Implement NRC’s logistics systems and procedures and develop country specific SOP’s to ensure good practices in place
  • Managing timely procurement processes for national and international purchasing and tenders
  • Analyse and manage market assessments within the scope of work and at the request of programme/project developers
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  • Ensure updating of a supplier database and a price list.
  • Implement a warehouse supervision and control system, whenever required.
  • Leadership in the organization of the Logistics at Support Hub in Warsaw, to ensure adequate segregation of functions, independence and promote a “service-oriented culture” for the implementation of the program.
  • Implement, in collaboration with Programs, the Market Analysis project.
  • Set up and implement efficient supply chain which includes supply from neighbouring countries, warehousing with receiving and dispatching of goods with effective “last mile” delivery/distributions
  • Engagement with relevant counterparts, including but not limited to WFP Logistics team, relevant authorities, colleagues from INGOs.
  • Setup and maintain an efficient transportation system for staff between Ukraine and Poland.

About your skills and experience:

  • Minimum 3 years of experience from working as a senior Logistics Specialist.
  • Previous experience from working in complex and volatile contexts is an added value
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal. Fluency in Polish/Russian/Ukrainian languages it will be considered as an added value.
  • Valid driver’s license in European Countries.
