Job Purpose

The Logistics and Administration Expert will focus on the training and capacity building of the existing procurement and administration structure. The incumbent shall ensure the existing structure has the required capacity, skills, and knowledge for managing the country-level logistics operations in close cooperation with the Turkish Red Crescent and the LPSCM, in line with IFRC LPSCM strategy operational objectives and the requirements of IFRC Delegation in Türkiye. In addition, the Logistics and Administration Expert will support the Türkiye delegation team to ensure the handover of the ESSN project is implemented smoothly. The Logistics and Administration expert’s role will be to ensure effective systems and procedures are in place for proper planning, disposal and transfer of assets and other supplies which includes documentation and information management as per IFRC rules and procedures.

Job Duties and Responsibilities

  • Ensure the existing procurement unit has the capacity and skills to develop the procurement plan and the supply chain strategy for efficient supply chain services to all programs.
  • Train the existing logistics and administration team in IFRC standard procedures and systems to ensure that the team has the required technical knowledge to deliver all tasks according to their JD with a particular focus on managing the workload in a proactive and agile manner to be more effective.
  • Lift up the capacity of the logistics team to ensure they can play the role of the IFRC observer in the TRC tenders (based on the separate ToR)
  • Provide recommendations and trainings to the IFRC teams to enhance the way we co-ordinate and manage the supply of all goods and services to the operation in line with the operational objectives working in close cooperation with the Turkish Red Crescent.
  • Work with the existing teams to identify the existing needs and gaps existing across IFRC delegation to provide procurement support and advise required by those other IFRC functions in the operation in (i) planning/budgeting/requisitioning, (ii) conducting procurement of goods and services, (iii) receiving goods and services, (iv) storing goods, conducting all in-line with IFRC standards, practices, and procedures in close collaboration with Turkish Red Crescent Logistics unit.
  • Ensure the existing procurement unit provide procurement services to in country operating National Societies and IFRC partners as required.
  • Provide supervision and direction to the existing procurement team on of the operations’ sourcing systems in close cooperation with the LPSCM. In consultation with the different programs and units, ensure the IFRC delegation has all the necessary supplier data base and necessary Framework agreements.
  • If necessary, coordinate all NS and IFRC procurement requests with LPSCM Global Service Center, ensuring close follow up on requests and deliveries.
  • Based on a needs assessment, provide logistics technical advice, support, and training to other IFRC personnel and the Turkish Red Crescent to warrant the necessary capability and understanding exists ensuring that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures.
  • Ensure the existing Logistics and administration team are responsible for the effective management and maintenance of IFRC assets ensuring adherence to country and IFRC regulations, practices, and other requirements.
  • Train the existing Logistics team to ensure timely monthly reports detailing specifics according to the needs.
  • Support the Türkiye delegation to ensure the handover of the ESSN project is implemented smoothly. The role of the Logistics and Administration expert will be to ensure all the IFRC team in Turkey is able to perform the functions related to the planning, and proper hand over/transfer of assets and other supplies, disposal of obsolete assets, documentation and information management.

Education

Required:

  • Professional qualification in logistics or equivalent experience

Preferred:

  • Basic Delegated Training Course or IMPACT. FACT, ERU or RDRT Training

Experience

Required:

  • 5 years of experience of a wide variety of logistics roles and activities, including procurement, contracting, transport management, stock control, distribution and convoying, workshop management and customs clearance.
  • 3 years of experience of working for a humanitarian aid organisation in a developing country
  • 3 years of experience in providing logistics services and supply chain management in IFRC led emergencies
  • Demonstrated experience in developing the procurement and logistics capacity of a team, including the development of effective and agile processes
  • Demonstrated experience and capacity to deliver trainings

  • Knowledge of IFRC Logistics Standard Procedures and Processes in Logistics and Procurement
  • Self-driven, service minded and ability to multi-task, prioritize and deliver to deadlines

  • Proven good judgement and ability to work with complete integrity and confidentiality, acting as a role model of highest integrity in personal capacity
  • Advanced knowledge of procurement principles
  • Fluently spoken and written in English
  • Ability to work in a cross-functional environment

Languages

Required:

  • English

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
