CONTEXT:

Atlas Logistique (AL) is an operational unit of Handicap International – Humanity and Inclusion (HI) that specializes in the delivery of aid. Since 1991, we have been “helping those who help others”, intervening in acute and chronic crises to optimize humanitarian supply chains and open up humanitarian space to the most difficult-to-access populations.

OBJECTIVES:

As this position is newly created, the main tasks and stakes of the role of the Logistics Analysis & Assessment Global Specialist will be to:

– Define the global strategy and ambitions of the analyses and assessment pillar’s programming

– Develop the methodology as well as technical and operational frameworks (guidelines, toolkits, job descriptions, etc.)

– provide technical and operational guidance and support to the teams in the field where projects integrating analysis and logistics assessment are launched and/or implemented (such as the Signal project, preparedness response, UNDAC deployments, etc.).

The candidate will be under the responsibility of the Global Specialists’ Manager.

MAIN RESPONSIBILITIES:

  • Contribute to the programmatic strategy of the Analyses and Assessment pillar and ensure its implementation in the field

The responsibilities will include the follow-up of an existing logistics platform (in a field with analysis and assessment project is also deployed) in order to fully apprehend the operational needs and complementarity between AL pillars in humanitarian responses.

  • Analysis & Assessment Methodologies and Tools production

    • In close collaboration with the Information Management Department (the 3I Division : Innovation, Impact and Information) develop the methodological guidelines and data management tools, including the elaboration of the methodology for calculating the logistics indicators, data collection methodologies and guarantee the compliance with these guidelines in the field
    • Develop the geomatics capacities enabling AL and other humanitarian actors to use the data collected in the decision making and elaboration of emergency responses
  • Human Ressources

    • Responsible for the validation of the technical part of all the job descriptions related to the assessment & analysis projects
    • In charge of the technical validation in the recruitment of project managers (Analysis & assessment, Emergency Preparedness, SIGNAL project, ect.)
  • Technical support and capacity building

    • In charge of the technical briefing and debriefing of the project managers on their departure and return from mission
    • Provide technical support from the headquarters to all Analysis project managers on the field.
    • In charge of supporting the project managers in the recruitment of their teams
    • Supports the project manager in the technical training of their teams
    • Support the project managers in the analysis and writing of analytical reports of logistics environments
  • Scientific watch

    • Keep abreast of HI’s field operations development, technical trends and innovations
    • Contribute to identifying opportunities in terms of innovation or research projects
    • In charge of the research & development of the collection tools within the SIGNAL project in collaboration with the 3I (Innovation, Impact and Information Division), the field and the existing initiatives and tools already in use (private sector, university researchs, etc.)
  • Partnership and Networking

    • Define and lead the partnerships necessary to the Assessment and Analyses unit’s ambitions
    • Represent the technical expertise of AL throughout its network in order to contribute to the exchange of best practices

The role will be based in HQ but will includes around two field visits per year

DESIRED PROFILE:

Diploma

  • You hold a diploma in supply chain management

Experience

  • You have at least 4 years of professional experience and 3 years in humanitarian contexts in an international NGO, preferably in the management of logistics platforms.
  • You have worked in the logistics private sector with and have data collection experience
  • An experience in HI HQ will be appreciated
  • You have at least 4 years’ experience in humanitarian/development project management in an international NGO
  • Experience in supply chain management
  • Experience in data base management

Competencies

  • You are organized, accountable, confident and results-oriented
  • You have excellent communication and reporting skills (oral and written)

You have a very good level of French and English (written and spoken)

  • You master the office pack (Excel, PowerPoint, Word)
  • You have experience and good knowledge of Power BI software and the geographic information system (GIS)

CONDITIONS OF THE POSITION:

  • Gross salary is approximatively between 2600 and 2800 euros depending on experience
  • Type of contract : Fixed term (6 Month)
  • Additional benefits: luncheon vouchers and health insurance
  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
  • 5 weeks of annual leave
