context

Considered one of the poorest countries in the world, the Central African Republic (CAR) has been going through recurrent humanitarian crises since its independence in 1960. This situation is partly the cause, but also the consequence, of the weakness of the State. and the chronic, often ethnically-based political instability that regularly plagues the country.

Since March 2013, successive regime changes have contributed to an escalation of inter-communal violence in the country, increasing human rights violations, massive population displacements as well as the destruction of property and the loss of livelihoods. these last. In this regard, the Inter-Agency Standing Committee has raised the Central African crisis to level 3 of humanitarian emergency, the latter being the highest.

CAR now has more than 2.8 million people in need of assistance, more than half of the country’s population. Priority needs include access to food, protection, access to health care, drinking water, sanitation and hygiene, but also access to shelter and basic household items. need. If the basic needs of the populations are increasing, the regular clashes make it difficult to access humanitarian aid to the populations in need, and therefore the work of the humanitarian organizations on the spot.

The balance sheet remains worrying, with around 742,000 internally displaced people and 613,000 Central African refugees in neighboring countries (Cameroon, DRC, Chad, Sudan, Congo, South Sudan) since December 2013.

The prefecture of Vakaga is also experiencing certain difficulties, its geographical isolation also results in social, political and economic isolation, vis-à-vis the rest of the CAR and mainly from Bangui. The State has little presence there and the redeployment of official services remains practically non-existent. Thus, a number of decentralized state officials are based in Ndélé, the capital of the neighboring Bamingui-Bangoran prefecture. Due to its isolation, Vakaga was the last of the 16 prefectures of the CAR to receive its prefect. Appointed on August 23, 2017 by President Faustin-Archange Touadéra, he took office on February 21, 2018.

In August and then October 2019, clashes between armed groups took place in Birao, which led to the displacement of more than 15,000 people in assembly sites in the city and creating very significant needs in water, hygiene and sanitation as well as than in food aid. NGOs and United Nations agencies came out of confinement the day after the fighting and humanitarian action resumed its activities despite the high risk of a resumption of fighting. Some displaced people are currently circulating freely in the city, among the armed men. However, civilians are still worried about the resumption of fighting and do not wish to return to their homes for the time being. Today, Ouaka is one of the prefectures most affected by violence insofar as regular clashes between armed groups lead to strong population movements towards the city of Bambari and surrounding IDP sites. In May 2018, the city of Bambari was the scene of an escalation of tensions, with violent fighting between the armed group UPC (Unité pour la Paix en Centrafrique), anti-Balaka self-defense militias, and MINUSCA contingents. Last December the town was once again the subject of clashes between the UPC and MINUSCA soldiers, once again generating waves of internally displaced persons.

Since the end of December 2020, the conduct of the presidential elections has impacted the security situation in the country.
6 armed groups have thus come together to create the Coalition of Patriots for Change (CPC) and fight against the holding of this election. After Faustin-Archange Touadéra was re-elected in the first round (in power since 2016), the CPC stepped up its initiatives to take control of the country and in particular the capital, Bangui. The climate of tension created by the presidential elections of December 2020 still persists today, although the Central African armed forces (FACA) are supported militarily by their Russian and Rwandan allies as well as by MINUSCA for the resumption of control of the country. **

The necessary measures are taken by TGH accordingly.

Presentation of the mission

TGH began its action in CAR in 2007 to support vulnerable populations in the Vakaga prefecture. Today, the association operates in Vakaga in the sectors of Food Security and Livelihoods, Water, Hygiene, Sanitation and Education/Protection through a multi-sectoral project financed by AFD in consortium with PUI which operates in Bamingui-Bongoran and a SAME project carried out in consortium with several NGOs financed by the Békou fund of the European Union, TGH thus remains one of the only two international humanitarian organizations continuously present in this region marginalized and eccentric.

At the same time, the association has established itself since 2011 as one of the major humanitarian actors in the Ouaka prefecture, where it leads various projects in the Water, Sanitation and Hygiene (EHA) sector. Today, it provides emergency assistance to displaced populations and host communities in the town of Bambari, in all the camps for displaced persons and on the main axes around Bambari. The projects that TGH is currently implementing are supported by financial partners such as ECHO and UNICEF as well as by the Vitol Foundation.

In Bangui, where the phenomenon of street children (EDR) is experiencing an alarming increase, the mobile antenna services set up since 2014 by TGH guarantee children access to basic socio-educational and medical services, and participate family reunification and foster care process. A training and professional integration project for young people and in consortium with Mercy Corps is also underway. TGH’s intervention contributes to improving the protection and reintegration of street children, it is financed by AFD, OFDA and UNICEF.

Due to the COVID-19 epidemic, all ongoing projects also include a component aimed at combating the spread of the virus.

The mission is funded to the tune of approximately 3.5 million euros. The current team is made up of 18 expatriates and approximately 100 national staff, spread over the various operational bases (Bangui, Bambari and Birao).

Job

The capital logistics officer is responsible for all supply activities (excluding international purchases) for the bases in Bangui, Bambari and Vakaga, as well as the logistics management of the base in Bangui.

He/she works under the responsibility of the Logistics Coordinator and supervises a team of national staff: purchasing logistician, storekeeper, IT assistant, drivers and guards. He/she assumes the following responsibilities:

PURCHASE

  • Process purchase requests sent by the logisticians of the field bases or Bangui, from receipt of the request to receipt of the goods, in compliance with internal procedures and donors;

  • Initiate purchasing procedures in conjunction with all the teams according to the specificities sought and in compliance with TGH’s internal procedures;

  • Set up and update the price catalog;

  • In collaboration with the Compliance Officer, ensure that the purchase files are complete and archived correctly: specifications, requests for quotes, selection and report, contract, purchase order, receipt form;

  • Regularly report on the follow-up of orders in progress.

TRANSPORT

  • Organize the transport of goods and delivery: procedures, negotiation and contract with carriers, preparation of convoys or freight, preparation of all associated documents;

  • Ensure the use of transport documents;

  • Ensure the good reception of the goods and the follow-up of the transport documents *(waybill, packing list ** ..* .);

  • Establish a catalog of carriers in the CAR;

  • Supervise air movements, travel reservations for people and freight for the bases in Ouaka and Vakaga.

STOCK

  • Ensure the application of inventory management procedures at the Bangui base;

  • Ensure that stock management tools are used and correctly informed;

  • Control stock management at the Bangui base and the TGH stock at the logistics platform;

  • Ensure that materials are stored in good conditions;

  • Write the final inventories of stocks at the end of the program.

DURABLE EQUIPMENT

  • Supervise the maintenance and upkeep of the equipment fleet (generator, computer and communication equipment, etc.);

  • Supervise the regular update of the inventory of durable equipment at the Bangui base: budget allocation, cost and location;

  • Supervise the coding of new equipment before shipping the equipment to the bases;

  • Oversee the inventory of durable equipment at the Bangui base each semester.

VEHICULES

  • Supervise the management of the vehicle fleet at the Bangui base: technical control, maintenance, repairs;

  • Supervise the travel schedules of vehicles from the Bangui base;

  • Control the fuel consumption of the Bangui base (vehicles and generator);

  • Supervise the work of the guards and ensure the regular briefings of the teams.

DATABASE MANAGEMENT

  • Supervise the maintenance and upkeep of buildings (electricity, plumbing, security, etc.);

  • Ensure that working and living conditions at the Bangui base are optimal;

  • Participate in the renewal and monitoring of the various real estate rental contracts

TEAM MANAGEMENT

  • Supervise the work of the dedicated logistics team;

  • Train and support each member of the team according to their needs;

  • In collaboration and coordination with the HR department, regularly evaluate each member of the team under his direct responsibility and supervise the evaluations of the rest of the team;

  • Plan and organize team holidays;

  • Organize and lead a weekly team meeting.

IMPLEMENTATION OF THE SECURITY POLICY

  • Ensure that security-related equipment is present and in good working order at the Bangui base;

  • Ensure the application of security instructions on the Bangui base, in conjunction with the logistics coordinator;

  • Participate in the update of the mission security plan;

  • Inform and train teams on security and tools.**

Safety, working and living conditions

The unstable and volatile security context requires compliance with sometimes restrictive security rules.
Travel on the ground is possible but requires prior analysis and travel in town is generally not subject to restriction, except for tensions in town. TGH is a well-known and appreciated humanitarian actor in the area.

In Bangui, expatriates have single rooms in two shared houses located on a concession where the office is also located and in a third detached house. A wifi connection is available in all the houses and in the office. Water and electricity cuts may occur.

Profile

  • Good knowledge of the humanitarian environment (NGOs, IOs, EU, etc.)
