Project Objective:

Power Africa, a U.S. government-led public-private partnership that launched in 2013, was created to connect 60 million new homes and businesses in sub-Saharan Africa to power by 2030. SAEP, the flagship initiative of this partnership, aims to increase investment in electricity supply and access in Southern Africa by strengthening the regional enabling environment and facilitating power transactions. A lack of reliable power in the region limits competitiveness and affects the livelihoods and health of the population, particularly those living outside urban areas. The five-year SAEP program, implemented by Deloitte, launched in 2017 with activities in Angola, Botswana, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, and Zambia.

The purpose of this evaluation is to provide the USAID Power Africa team with feedback and recommendations for improving on the SAEP activity and to inform future programming in the energy sector. This evaluation will provide the Power Africa technical and management teams with evidence to support programmatic adjustments, inform future design efforts and strategies, and make informed decisions. Other potential users of the evaluation include implementers, national ministries, private sector partners, and regulators, who can also adapt based on the lessons learned from SAEP.

Position Description:

Social Impact is seeking a Logistician in support of the SAEP evaluation. The Logistician will coordinate and manage logistics for the assessment team, including scheduling interviews with stakeholders across multiple countries, including outreach to executives and government officials. This is a part-time consulting position with a period of performance estimated from mid-June to late July 2022. French and/or Portuguese language skills preferred. This assignment requires approximately 13 days of labor.

Responsibilities:

  • Collect contact information of targeted informants and conduct outreach.
  • Conduct research on contact information for targeted informants that have outdated contact information.
  • Schedule interviews with relevant stakeholders.
  • Update and maintain a shared meeting schedule on SI’s SharePoint platform.
  • Keep records with accurate lists and contact information for stakeholders.

Qualifications:

  • Demonstrated experience managing and coordinating logistics for research, evaluation, and/or assessment teams.
  • Strong organizational, interpersonal, and writing skills.
  • Professional written and verbal fluency in English required. Professional-level proficiency in French and/or Portuguese preferred.
