MISSION
Logistic Officer will be in charge of the overall logistic support provided in Rumania. He will monitor logistics implementation of projects in compliance with the defined strategy and donors’ regulations. The Log Officer will be responsible of the implementation and follow-up of logistics procedures; will assure procurement supply chain at Rumania level; will provide support to management of the mission, under the responsibility of the General coordinator.
GEOGRAPHICAL SCOPE OF INTERVENTION
The successful candidate will be based in Rumania, with visits to Ukrania mission if security conditions allow it, and areas defined as MDM operational bases in the Emergency Response plan to Ukraine.
ORGANIZATION CHART
The successful candidate will be part of Logistic Team and will report to the General Coordinator in Ukraine, as well, he/she will have direct technical link with Logistic Referent in HQ.
FUNCTIONs
PROCUREMENT
Ensure Logistic Support at Rumania level for our response in Ukrania.
Ensure that donors’ specific requirements for logistics and procurement are met.
Work closely with logistics and operations teams to provide a timely response for the stock receiving and dispatch requests.
Ensure robust supplier management and supply performance management, including (where necessary) lead supply issue resolutions through early escalation and collaborating with procurement colleagues in Ukraine.
Manage logistics operations at Rumania level, including all logistics assets in order to ensure timely and cost-effective delivery of the material arriving intransit to Ukrania.
Ensure that Medicos del Mundo procurement guidelines are always applied in the area.
Ensure timely, cost efficient & transparent supply chain management in Rumania for operations in Ukraine.
TRANSPORT
Coordinate and provide logistics support to on-going air, land, sea, or rail operations in the área.
Anticipate and mitigate delivery risks such as: transportation, legal authorization, custom clearance etc.
LOGISTICS
Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
Organize and oversee all travel for MDM international staff arriving in transit, such as flights, accomodation, airport services and ground transports according security standars.
Ensure effective commodity management and quality control.
Ensure that warehouses are managed in accordance to MDM standars.
Identify and arrange contractual terms of premise (office, guesthouses and warehouse) based on geographical, operational, security and financial criteria
MINIMUM REQUIREMENTS
REQUIRED QUALIFICATIONS
Academic: University degree or diploma.
A Master in International Cooperation / Logistics and/or Humanitarian Aid is desirable.
REQUIREMENTS
Languages: Fluent spoken and written English. Knowledge of Russian and/or Ukrainian is a strong asset.
Office pack user level.
EXPERIENCE
The successful candidate must have at least 3 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from NGDO in fragile scenarios to complex emergencies.
Experience in project planning, implementation and evaluation is desirable. Team coordination experience.
Experience in security policies implementation in conflict zones.
