HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need. With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

With its Atlas Logistics Unit, HI also ensures the delivery of humanitarian aid in hard-to-reach areas in the East for all NGOs in need thanks to its shared transport and storage activities. For more information, visit our website HERE

Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine, which is the most affected by the conflict.

The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew; the hours depend on the region. There have been a few ballistic missile and drone attacks since the beginning of the war on the airport, military and logistical facilities on the outskirts, as well as a few hits on the city centers against administrative and logistical buildings. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava). HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach).

Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.

Primary responsibilities

Under the line management of the Country Manager, the Logistics will be responsible for the implementation of Logistics procedures and will have to optimize the supply chain and the general means.

Responsibility 1: Management

  • Manager as coach: understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes.
  • Operational manager: organizes the operational management of his/her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.

Responsibility 2: Defines the Logistics section of the StratOp and directs its action plan

  • STRATOP: contributes towards the drafting, revision and implementation of the Operational Strategy (StratOp).
  • RISKS: produces and updates the risk map for his or her area.
  • INCIDENTS: contributes to and follows up on incident reports for his or her area of responsibility;
  • REPRESENTATION: represents HI externally on logistical issues concerning his or her geographical area.

Responsibility 3: Deploys HI’s standards and contributes to its expertise and accountability within his or her remit

  • STANDARDS: ensures compliance with and application of HI standards for his or her entire professional field with regard to policy, processes and tools;
  • LOCAL ADAPTATION: adapts and contextualises these standards to meet local conditions and regulations;
  • INTERNAL CONTROL: supervises internal control in his or her fields of activity;
  • ACCOUNTABILITY: guarantees compliance with and the application of internal rules of institutional donors in his or her fields of activity

Responsibility 4: Operational implementation of logistics

4.1 Diagnostic phase – Contextual analysis:

  • Identifies regulatory requirements (donors, transport, customs, etc.);
  • Analyses the logistics context of the country/area of intervention (evaluation of logistics capacities, table of logistics problems, ICQ, Log performance);
  • Evaluates the capacities of available and mobilisable resources (human and material) in the country / area of intervention;

4.2 Design phase – Resources planning:

  • Designs a logistics chain adapted to the country / area of intervention (costs, quality, deadlines);
  • Contributes to establishing the activity schedule for the program / area of intervention
  • Helps to define the material resources necessary for ensuring the feasibility of the country / area of intervention; ;
  • Defines the impact of logistics needs on the budget of the country / area of intervention (logistical support):
  • Defines the impact of the requirements of the projects in the country / area of intervention on the budget;
  • Anticipates derogations;
  • Structures the human resources concerned by logistics.

4.3 Launch phase – Procurement planning

  • Defines the procurement plan and purchasing strategy;

Responsibility 5: Facilitates the Logistics profession’s development on his or her program and contributes towards the development of the Logistics profession across the organization

  • Helps to develop a pool of local talents (holds technical interviews with the candidates and formulates recommendations, identifies training requirements);

Responsibility 6: Emergency Preparedness and Response Responsibilities

  • Leads the emergency preparedness actions in his/her department.

Others:

Any other service / task in connection with the programme that may prove necessary.

Profile

Education and experience

  • A Bachelor degree in Logistics, Business Administration, Humanitarian Project Management, Middle Eastern Studies, Humanitarian Assistance, or another relevant subject
  • At least 4 years of professional experience in humanitarian/emergency contexts
  • Previous coordination experience with local authorities, INGOs and clusters
  • Experience in projects logistics management
  • Previous experience with HI is an asset
