Job Purpose
Under the direct supervision of the UNFPA Representative, and in close coordination/collaboration with the Operations Manager (OM) ), the Security Associate will provide assistance in his/her role for ensuring
Security Risk Management (SRM)/Minimum Operating Security Standard (MOSS)/ Residential Security Measures (RSM) Compliance and matters pertaining to safety and security of UNFPA personnel, premises and associated assets for Jordan office.
It is important to note that the Security Associate is a local associate who must always conduct his/her functions in close cooperation with UNDSS and under the direct supervision of and be accountable to the UNFPA Representative who maintains accountability for security in accordance with the Accountability Policy. The Security Associate reports to the Representative and coordinates the day to day security activities and works under the technical guidance of the UNFPA Regional Security Adviser (RSA) for functional security matters. The incumbent should at all times maintain a line of communication with the OM, ASRO Regional Security Adviser and HQ levels on all technical and security policy issues.
You Would Be Responsible For
- Provides security policy guidance and security management support to the Representative and CO management team enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures;
- Liaises with the UNDSS, pertinent entities inside the public security department and Jordanian Armed Forces, and other related security organization to gather information regarding security and/or update on the security situation in Jordan;
- Advises the Representative on matters of safety and security of UNFPA personnel and eligible dependents, premises and assets in the Country/Area in accordance with UN and UNFPA Security Management Systems.
- Monitors and reports to the Representative on security compliance for the area of UNFPA responsibility.
- Prepares, maintains and updates UNFPA security documentation including contingency plans, Security plans and Business Continuity Plan. Provide assistance to UNFPA Office/s in Jordan in the implementation of these plans including the UN Security Framework, ensuring that all UNFPA personnel are covered by relevant Security Plans; .
- Coordinates with UNDSS to ensure all UNFPA personnel undertake all mandatory security training and participate in all security related contingency exercises.
- Reports all instances of non-compliance with security policies, practices and procedures in their area of responsibility to the Representative.
- Provides advice on technical security requirements contained in the Security Plan, MOSS, and other relevant security policies, and monitor their implementation for the area of UNFPA responsibility.
- As designated by DO and SMT, attends as an observer, all SMT/ASMT meetings and assist UNDSS
- Participates as a member of the security coordination cell established by UNDSS and ASRO security meetings when needed.
- Establishes contact across their area of responsibility with all UNSMS Organizations’ and applicable NGO’s security advisors.
- Establishes contact across their area of responsibility with all relevant local authorities as appropriate.
- Coordinates with UNDSS and conduct relevant security risk assessments for UNFPA in their area of responsibility
- Assesses the security situation based on the information gathered and brief UNFPA management;
- As the contact point for the UNFPA to report on the security related issues. Follow up on the security accident that happens to the UNFPA staff members and project staff;
- Obtains the security clearances from UNDSS for all travels (incoming and outgoing travels) and ensures the availability of the necessary security logistic requirements such as communication equipment, vehicles compliance, road mission reporting system, etc;
- Coordinate with the REP/SFP and UNDSS to conduct periodic appropriate security assessments of UNFPA premises and equipment and provides advice on shortfalls in security preparedness with recommended improvements and solutions;
- Maintains routine and confidential correspondence files/documents related to security issues;
- Provides substantive support to the REP/SFP in collecting and updating information with regards to security issues and communicating them to the RSA and REP/SFP;
- Takes minutes and/or notes at security meetings, when necessary
- Manages the security requirements for all incoming missions such as security clearances, security briefing, and UN ID cards in coordination with the OM/SFP;
- Maintains Security Plan, including updating staff lists, communication./Warden tree, and the full functioning of the security related equipment. Administer and test the UNFPA Warden Plan for Jordan office
- Ensures the timely security advisory and information is provided to UNFPA staff and project staff;
- Maintains Minimum Operational Security Standards (MOSS and) for UNFPA office and project offices;
- Maintains radio communication system for all UNFPA staff including international and national staff in close coordination with the Radio Room. Report to the management on the defaulters;
- Organizes training courses/briefings on security issues/awareness and preparedness on and giving orientation to newly assigned staff members, in close cooperation with UNDSS, Ensures that all UNFPA staff and project staff participates in the weekly security briefing;
- Maintains communication with UNDSS Office and relevant security officers to ensure timely issue of authorizations and other security documentations necessary for UNFPA projects;
- Performs other security-and administrative related tasks assigned by the REP/OM/CO SFP
Education
Qualifications and Experience:
- Completion of School Leaving Certificate (SLC) education.
- University Degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable, but is not a requirement.
Knowledge And Experience
- At least 7 years relevant experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.
- Computer literate in Microsoft Office;
- Initiative and sound judgment; dedication to the United Nations principles and demonstrated ability to work in harmony with persons of different national and cultural background;
- Ability to build constructive relationships with the Government and other local authorities;
- Proven management and administrative skills;
Demonstrated willingness and competence to travel to the field whenever necessary
Languages
Fluency in English is required. Fluent oral and written communication skills in English and Arabic.
