Background:

Nathan is a subcontractor to a consortium on RT4D. RT4D is designed to support effective implementation of the Australia-ASEAN-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Program (RCEP), with the goal of promoting secure predictable, transparent, and market-based frameworks for regional trade and investment. RT4D’s technical assistance will help ASEAN member states realize the full benefits of selected FTAs.

RT4D will establish the Trade and Gender Equality Incubator (TGEI) to research and pilot innovative initiatives that advance gender equality in trade. The TGEI will test ideas and methods, drawing on promising examples that integrate gender equality into trade policy, technical cooperation, and development programming.

As a first task, Nathan will be producing a Scoping Study for the TGEI. The objective of the scoping study is to produce a Plain English and concise report that can be used by the TGEI Lead and DFAT, to inform the design and initial activities of the TGEI. It will be led by an International Gender Expert/Lead Author. The work will entail a process involving a literature review, stakeholder mapping, key informant interviews (KIIs), a presentation to DFAT, and written report development beginning in January.

KEY RESPOSIBILITIES:

Nathan needs someone who can conduct in Laos in-person interviews, provide local research as needed, and coordinate that information with the international team:

  • Contribute research to literature review and stakeholder mapping based on local sources.
  • Coordinate scheduling of, and conduct, key informant interviews and, as possible, focus group discussions with identified stakeholders from the stakeholder mapping.
  • Take notes from Interviews in English and send notes to Study Manager to pass on to the team.
