Food for the Hungry

Responsible to engage local actors in the health system in Cambodia to promote country-led and inclusive solutions. This role implies the creation and support of links among relevant stakeholders, communities, the public, and private-sector and across all levels of the health system for increased impact, quality improvement, and sustainability. Food for the Hungry is looking for a proactive leader with excellent relationships building and partnership brokering skills. This position is envisioned to be part of a five-year grant focused on strengthening the health system in Cambodia.

This role is contingent on approval of a USAID grant, donor approval, and funding.

Principal Responsibilities

Strategy and Implementation

  • Lead whole-of-society collaborative approaches for ensuring local-led and inclusive solutions to strengthen the health system in Cambodia. This implies implementing and creating mechanisms to hear the voices of the key stakeholders of the health system to allow them to be part of the solution design for specific conditions, and account for gender, youth, disability, and other factors that may influence access to healthcare.
  • Develop mechanisms for inclusive processes for the identification of challenges, program design, and monitoring ensuring that stakeholder voices are heard and lead the way, and increases the likelihood of a responsive, accountable, and user-centered experience that builds on and strengthens country governance.
  • Lead the creation of stakeholder and partner networks to advance the program’s goals.
  • Cultivate dynamic and constructive relationships with communities, government bodies, service providers, experts, universities, and UN agencies in the country to shape, refine, execute, learn, and mobilize future resources for the program.
  • Define standards and protocols for engaging with local actors at different levels of the health system in Cambodia to ensure inclusion, accountability, and equity.

Job Level Specifications

  • Lifestyle ethic according to Food for the Hungry’s the Heartbeat.
  • Excellent relationship building, negotiation, and partnership brokering skills.
  • Demonstrated computer operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or zoom.
  • Must work independently under difficult conditions with strong negotiation, interpersonal and organizational skills.
  • Effectively and efficiently manage all resources.
  • Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.
  • Ability to travel frequently to operational sites for project implementation, oversight, and evaluation.
  • Experience/ knowledge of systems thinking approaches .

Experience

  • Typically, 5+ years of related experience in a large and complex, global Non-Governmental Organization.
  • Experience in facilitating political participation, use of collaborative social accountability tools and processes.
  • In addition to having experience working with government, communities, and other social stakeholders in the health system in Cambodia. The ideal candidate understands the Cambodia political context, sensitivities, and other power relationships in the country/highly sensitive issues.
  • Experience in a complex, matrixed organization, with the ability to scale processes in a global, professional, service organization.
  • Cultural-sensitivity to work with and/or lead work with different Mayan-ethnic groups.

Education/Certifications

  • Master’s degree in International Development, Social Anthropology, Project Management or similar field or equivalent combination of education and experience.

Language

Proficiency in spoken and written Khmer and English. Ability to effectively communicate and positively influence, write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
