Overview

Creative is seeking a local consultant to support positioning and local capture for the USAID West Bank/Gaza Basic Education Activity opportunity. The candidate will be expected to provide contextual, operational, and technical input into the proposed program design, and serve as both a fixer and technical expert in-country.

Consultant will serve as a local capture consultant fixer and technical expert to support positioning and local capture for the USAID West Bank/Gaza Basic Education opportunity.

Estimated period of performance: March 15th – June 30th, 2023.

Estimated Level of Effort: 20 days

Location: Palestine and Israel and Remote

OBJECTIVE

The objective of this assignment is to:

  1. Support Creative’s Education Division in carrying out capture efforts in the West Bank and Gaza in preparation for the Basic Education solicitation;

  2. Conduct outreach to key formal and non-formal education actors and agencies, including governmental, private sector, and non-governmental actors, to inform contextual analysis and technical design;

  3. Support business development efforts and proposal development for anticipated opportunities in the Education sector in the West Bank and Gaza by conducting outreach to potential local partners and key personnel, conducting desk research, and collecting information to inform technical design and proposal preparation; and

  4. Supporting the development of potential local partners’ SoW.

The Consultant will assist in answering several research questions around education sector, private sector, civil society and education landscape in West Bank/Gaza, as formulated by the capture/proposal team. The questions will evolve as our understanding progresses and the dynamics change on the ground.

Responsibilities

TASKS TO BE PERFORMED

Country Context

  • Assist Creative’s capture team in securing meetings with local key informants and potential partners including conducting and documenting key informant interviews with local government actors and private sector to assess stakeholders’ expectations from such interventions. Support outreach to and secure meetings with Education actors including but not limited to Ministry of Education and other governmental entities, NGOs, civil society, community-based organizations, UN, and private sector. These local meetings will be focused in Palestine and Israel.
  • Gather targeted technical intelligence for proposal writing.
  • Provide input/comments to local capture questions and local capture approach.
  • Organize and participate in meetings with potential Education institutions, private sector partners, government, NGOs, as determined with the Creative capture team. Conduct and document focus groups with teachers, parents, students, education institutions, private sector partners, government officials, and NGOs, and others to identify basic education needs and opportunities/challenges.
  • Contribute to the development of Creative’s win themes and competitive strategy.

As requested:

  • Provide input into staffing strategy, organizational chart development, and staffing sections of the proposal.
  • Propose design ideas strengthening our gender and inclusiveness approaches.
  • Provide input to costing and budget development
  • Provide advice about compliance matters related to proposed strategies and activities.

Coordination

  • Liaise and coordinate with Creative capture team and other ongoing assessment and proposal efforts in the West Bank and Gaza, through regular meetings and written correspondence (email). Participate in capture calls.

RESULTS AND/OR DELIVERABLES

  • Written inputs on technical design including sections of proposal (e.g., technical approach, management section, staffing, local context, and budget).
  • Written analytical data helping with costing and mock budgets.
  • Notes, schedule, and key takeaways from meetings and interviews with potential partners, including pre-determined questions by Creative, key takeaways, opportunities, and proposed actions.

Qualifications

This consultancy anticipates travel in and around Palestine and Israel. Consultant may include local transport costs throughout the country, and meals and incidental costs (M&IE) budgeted in accordance with State Department Foreign Per Diem Rates. DESIRED QUALIFICATIONS

  • Bachelor’s degree in a relevant field and six (6) years of relevant experience, or a master’s degree and four (4) years of relevant experience
  • Prior experience in international development in a donor funded setting ideally in the West Bank and Gaza;
  • Strong research, analytic, writing, and editing skills;
  • Demonstrated understanding of Palestinian education sector, opportunities, and challenges;
  • Significant work experience in Palestine and Israel in education, in one or more of the following areas: early childhood education, pre-primary education, primary education, formal and non-formal education, education policy, or teacher professional development.
