The USAID-funded Clean Cities Blue Ocean (CCBO) project in the USA, implemented by Tetra Tech International Development, is currently accepting expressions of interest for Local Development Planning (LDP) Consultant. Three positions are available in each of the following locations Makassar, Semarang and Ambon, Indonesia.

The Local Development Planning (LDP) Consultant will coordinate with local government units, and other stakeholders on solid waste management aspect, in ensuring the inclusion of solid waste management programming and budgeting into the development priority list. The position holder will be supervised by the Capacity Development and Governance Manager.

Responsibilities:

*Collaborate with CCBO engagement sites (Semarang, Makassar, and Ambon) and other stakeholders as appropriate to identify effective and environmentally sound SWM/3R system and practices.

* Meet with the Municipal local government units to identify and discuss opportunities of solid waste management inclusion into the development plan.

* Develop and finalize technical guidelines on the community-based solid waste program planning and budgeting.

* Conduct meetings, interviews, brainstorming sessions gathering relevance raw data and information for SWM/3R planning.

* Facilitate/guide the local community discussion/meeting activities in identifying community resources, assets, and opportunities of effective and environmentally sound solid waste management.

*Facilitate/guide the local community to draft development priority activities at Musrengbang Kelurahan, Musrenbang Kecamatan, and Musrenbang Kota.

Qualifications:

* A university degree (advance degree master’s degree equivalent is preferred) in government, environmental science, management/administration, city planning, international development, or related fields is required).

* At least 5 to 8 years of relevant experience in community development programs, working with the Government of Indonesia, highly desirable with sub-national experience.

* Experience in SWM/3R field preferred, highly desirable with experience developing and implementing SWM and 3R project and action plans at local governments and community.

* A proven experience with empowerment and community organizing and/or familiarity with Village Law is seen as an advantage.

* Written and verbal communication skills of a high order able to develop good drafts of reports and analysis in a clear, concise, and convincing manner.

* Interpersonal communication skills of a high order able to forge relations easily with a range of stakeholders including for example: civil society, government, donors, development partners and private sector.

* Fluency in English is desirable.

* Understanding of gender equality and social inclusion issues is a must.

* Comfortable being self-directed and working independently and/or as part of a team.

* Ability to understand and interpret waste related legislation and governance in Indonesia.

* Previous professional experience with USAID is preferred.

* Experience working with local private sector partners preferred.
