The escalation of conflict in Ukraine has forced more than 5 million people – mostly women and children – to flee to neighbouring countries. With the escalating crisis, the needs are growing by the hour. More than half of Ukraine’s children have either fled for safety within the country or are living as refugees.

Since the conflict started, our teams have been on the ground assessing and responding to the urgent needs of those searching for safety. We are currently scaling up our multi-country response across three countries (Moldova, Romania, and Ukraine) and are recruiting for many key positions that will make a direct impact on the lives of people who have been caught up in conflict.

MAJOR RESPONSIBILITIES

LMMS

Oversee the implementation, capacity building, and scale up of the use of LMMS in the Ukraine response including:

  • Ensure the realisation of the benefit of using LMMS across the entire response, not just in select projects.
  • Administer LMMS asset control procedures, compliance processes.
  • Oversee wireless connectivity issues between mobile devices and roaming servers in field operations, troubleshooting and building capacity to ensure project teams can manage WiFi connectivity and troubleshoot basic issues.
  • Ensure LMMS is backed up on daily basis and train field staff on this critical operation including restoring databases as part of data recovery and continuity procedures.
  • Capacity building in error detection, generation of CSS, donor reporting and DMT required reports within stipulated timelines and standards.

Ensure all project staff are trained in registration, card processes, pre-distribution processes, distribution and reporting.

Digital Governance

  • Ensure practical and robust data and digital governance (people, data, networks and systems) are established, known, and adhered to in the Ukraine response (Ukraine + surrounding countries)
  • Provide practical assistance, support, capacity, and recommendations for improving issues such as:
  • Minimum datasets for Registration – Deduplication -Enrolment – Referrals
  • Data sharing agreements between NGOs, gov’t, UN, donors, FSPs, partners, and so on
  • Data sharing models and maintaining data inventories
  • Determine how local actors can be included more, barriers to this, and recommendations for improvement (people, systems, capacity, willingness)

Facilitate discussions between actors

Digital Literacy

  • Build Digital literacy capacity – beyond technology – across all WV project teams and all partner organisations through:
  • Creating networks of practitioners and practice
  • Conduct digital literacy sessions for project teams (and others if desired) on topics such as: awareness & consent, data sharing, minimisation, etc.
  • Facilitate discussions on key topics

Facilitate simple, weekly refreshers on responsible data practices

Data Interoperability, coordination & advocacy

  • Advocate for project participants to have access to and control over their data Ensure robust data sharing agreements are in place for all projects sharing data with other entities
  • Ensure WV remains the data controller of data it shares with other entities
  • Participate in coordination forums to reach agreements on data management standards and deduplication that meet the requirements of WVI and the CCD Network.
  • Coordinate with CWG members the data required for registration
  • Support the set-up of a deduplication system that meets the requirements and standards of the CCD (e.g. technology agnostic, no need for bio-metrics, effective complaint mechanism when mistakes are done)

Reach consensus with all humanitarian actors for a DSA that meets the requirements and standards of the CCD Network.

REQUIRED KNOWLEDGE, SKILLS & QUALIFICATIONS

  • Good written and oral communication skills; strong communication skills to interact with all levels of staff and management
  • Three years experience in international humanitarian/development and business related activities.
  • Ability to work under pressure and make hard decisions required to achieve project objectives
  • Proven ability to initiate and manage cross-sector/multi-sector relationships
  • Demonstrated ability to influence and work across culturally diverse teams
  • A bachelor’s degree in related technical field is preferred. At a minimum a technical proficiency for troubleshooting, network set ups and software installations should exist.
  • Evidence of having performed IT troubleshooting with end users.
  • Evidence of training and supporting clients on how to use computer based systems.
  • Basic knowledge of databases.
  • Comfortable with the Windows Operating system. Comfortable learning new software (from a user perspective).
  • Active use of mobile technologies (Android tablets or phones).
  • Strong organisational skills including attention to detail and multi-tasking skills
  • Strong interpersonal, analytical and problem-solving skills
  • Brilliant communicator (written & verbal) in-person and virtually
  • Strong IT technical proficiency especially of Microsoft Office
  • HEAT certification preferred

PREFERRED KNOWLEDGE, SKILLS & QUALIFICATIONS

  • Prior knowledge of LMMS is preferred.
  • Strong sense of achieving client satisfaction needed.
  • Knowledgeable the humanitarian industry and how humanitarian interventions should be organised and implemented.
  • Ability to set up and manage WiFi network connections between devices and to troubleshoot connection issues. Basic networking skills.
  • Ability to troubleshoot IT problems – both hardware and identify software failings. Aware of how to log, track and systematically troubleshoot IT issues.
  • Prior experience in the humanitarian industry.

Willing to travel to remote and difficult locations for deployments.
