Mission for Essential Drugs and Supplies (MEDS) is a faith-based health solutions provider founded by an ecumenical partnership of the Kenya Conference of Catholic Bishops (KCCB) and the Christian Health Association of Kenya (CHAK). The Organization’s core mandate is to provide reliable and affordable Health Products and Technologies, Quality Assurance and Health Systems Strengthening Services. MEDS was established in 1986 and serves clients spread all over Kenya, other regions in Africa and beyond.

Project Summary

MEDS has entered into a Contract with USAID Kenya and East Africa named USAID Dawa za Ubora. The purpose of the contract is to obtain efficient, reliable and accountable supply chain management services for the procurement, warehousing, and distribution of health commodities for HIV, Malaria, Tuberculosis, Maternal/Neonatal/Child Health (MNCH) and Global Health Security (GHS) activities for patients across all 47 Counties in Kenya for adequate care, treatment and prevention for communicable diseases and other health needs.

About the role

As the LMIS Specialist, you will lead in the design, development, and deployment of the USAID Dawa za Ubora LMIS and digital solutions. The LMIS is meant to achieve physical- and technology-based records and reports that supply chain staff will use to collect, organize, present, and use logistics data gathered across all levels of the supply chain. The LMIS will seek to gain the right combination of people, processes, and technology. As the LMIS specialist, you will drive technological innovation and design market-leading solutions for the project and be part of a dynamic team dedicated to solving today’s most significant and complex supply chain challenges.

Job Responsibilities

  1. Conduct technical discovery to identify supply chain pain points, requirements, and define appropriate technological solutions.
  2. Develop supply chain digital solutions balancing technology, cost, and risk.
  3. Design data structures, algorithms, and overall system architecture.
  4. Write high-quality, well designed, efficient, testable, and maintainable code.
  5. Create documentation for code, APIs, and other technical aspects.
  6. Deploy applications to different environments (development, testing, production).
  7. Provide ongoing technical support and maintenance for deployed applications.
  8. Work closely with project team members to ensure seamless project development.
  9. Execute full software development life cycle (SDLC)
  10. Integrate software components into a fully functional software systems.
  11. Develop software verification plans and quality assurance procedures.
  12. Troubleshoot, debug and upgrade existing systems.
  13. Collaborate with other stakeholders (USAID, MOH, implementing partners) to deploy programs and evaluate user feedback.
  14. Comply with project plans and industry standards.

Qualifications

  1. Bachelor’s Degree in computer science, software engineering, ICT, or a related field.
  2. At least 7 years work experience of which 3 years proven work experience as a Software Developer or as an LMIS specialist.
  3. Proven ability to develop software in Java, Ruby on Rails, C++ or other programming languages.
  4. Excellent knowledge of relational databases, SQL and ORM technologies (JPA2, Hibernate)
  5. Experience developing web applications using at least one popular web framework (JSF, Wicket, GWT, Spring MVC)
  6. Proficiency in software engineering tools
  7. In depth understating of the Kenya Health Information Systems and existing digital health infrastructure will be an added advantage.

  3. Able to effectively communicate complex technical processes, systems, risks, and opportunities to non-technical audiences.
  4. Presentation, facilitation, training, mentoring, and coaching skills
  5. Proactive, resourceful, and results-oriented
  6. Knowledge of data collection, identifying patterns & trends in data sets covering data analysis, cleansing, processing visualization, report generation, modeling with quality assurance, privacy & security.
