The Opportunity

This project is part of the national Forsa (opportunity) program launched by the Ministry of Social solidarity (MoSS) in 2017 targeting working age members of households (women, men, youth and disabled) in Assiut included or almost included in the conditional (Takafol) and unconditional (Karama) cash transfer program. Forsa is a social protection plus graduation pathway from Takafol and Karama program that offers productive inclusion, and creating livelihoods through a series of interventions, including asset transfer and financial inclusion. It adopts a child sensitive comprehensive model for the targeted group particularly youth and women headed households, including those with disabilities to be more financially self-reliant and no longer dependent on the governmental financial assistance. This model gives special attention to social behavioral change communication, shock-responsiveness, and climate change.
Project duration is 18 months with multiple sources of fund including MoSS as the main donor (with World Bank as the originating donor) and Save the Children (SCI) different funds. Partner NGOs that have well- established connections with local governmental authorities and private sector will be selected to implement project activities at both governorates.

The livelihoods officer is responsible for overseeing the planning, implementing and monitoring of the project’s livelihoods interventions implemented by SCI or partner NGOs in line with SCI policies and Standards of Operations (SOPs). This includes building the capacities and providing technical support to project team, partner NGOs and beneficiaries as needed. He/ She is accountable for monitoring the quality of field activities and spending rates of this component ensuring delivery of timely results and establishing good relationship with different stakeholders. The position holder will submit timely reports to Field manager to be including in the donor report.

Essential:
QUALIFICATIONS AND EXPERIENCE:

⦁ University Degree in the field of development, social sciences, business administration, commerce, economics and/or social work.
⦁ 3-5 years of demonstrated practical experience in development with a minimum of 3 years of proven experience in community-based livelihoods projects in rural and urban areas. Working for similar projects in INGOs is an asset.
⦁ Experience in large scale projects that include seed funding, asset transfer, financial inclusion, (VSLA) and cash-based interventions specially for youth and women.
⦁ Experience in developing /adapting and delivering livelihood capacity building interventions (training and coaching).
⦁ Proven experience in budget tracking and monitoring NGO partner spending.
⦁ Experience in conducting participatory assessments and livelihood studies.
⦁ Active network with local/community livelihood services providers.
⦁ Familiar with gender – child sensitive approaches and national social protection programming.
⦁ Demonstrated ability to keep active networking with relevant local stakeholders including government /non-government entities and private sector actors.
⦁ Familiar with community mobilization mechanisms.
⦁ High level of communication skills.
⦁ Very good command of written and spoken English and Arabic.
