Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety. NRC’s focus is to provide immediate humanitarian relief, including cash, shelter assistance, information counselling and legal aid. Owing to a rapid change of the situation inside Ukraine in February 2022, during which the whole country became affected by rapidly escalating conflict, NRC is now scaling up its emergency programmes and establishing new logistic and supply chains stretching from outside of Ukraine and inside across the whole country, from west to the east.

We are seeking highly qualified, resilient, dynamic professionals with the requisite skills and experience to be able to work and deliver high quality humanitarian response programming in Shelter, ICLA, WASH, Protection and Livelihoods and Food Security as well as filling important support functions for the country programme. Ukraine is a complex emergency, requiring staff with experience of working in dynamic and insecure security contexts. You will bring to your work an independent and can-do attitude, as well as advanced communication and collaboration skills.

Responsibilities

The Livelihoods and Food Security (LFS) Specialist is responsible for the technical development of the LFS programme, providing strategic directions and quality assurance, and developing the LFS strategy. The LFS Specialist will also mentor, train and build capacity of staff on LFS technical knowledge.

The position has a medium-term focus on:

  1. Food assistance response
  2. Emergency agricultural livelihoods support
  3. Business and access to employment support
  4. Contribute to the harmonisation and coordination with other NRC response components in Ukraine

  • Develop LFS strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within LFS, ensure high technical quality and synergies in project implementation
  • Ensure that key learnings are extracted from LFS implementation, and incorporate them in LFS and staff development processes
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups
  • Contribute to and integrate LFS specific components with cash-based interventions and working with and through market system pathways
  • Scale up LFS wider response capacity and presence in Ukraine
  • Support and guide the implementation of the LFS response
  • Responsible for LFS contextual analysis including of protection risks and needs, as input to Country Strategy including Contingency Plan
  • Responsible for facilitating food insecurity, livelihood and agricultural assessments and analysis and collaborate with other CCs informing joint programme responses
  • Provide technical direction and project implementation support to Programme staff throughout the NRC’s operational locations
  • Develop and contribute to programme proposals and donor dialogues

Required skills, knowledge, and experience

  • Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in food assistance and livelihoods emergency response
  • Experience overseeing and managing market-based approaches and rehabilitation of agri-food systems
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes
  • Experience with scale up food and livelihoods crisis responses including assessments, developing response strategies.
  • Experience with applying ICT tools in assessments, for analysis, documentation and reporting
  • Experience with developing proposals, budgets, work plans, and monitoring and evaluation.
  • Experience with capacity building and team building of staff and community mobilisation
  • Experience with partnership based approaches, coordination and holistic programme designs
  • Knowledge and understanding of humanitarian standards such as Sphere, HAP, LEGS, MERS.
  • Knowledge of the context in Ukraine is an asset
  • Fluency in English, both written and verbal.

What we offer

  • Duty station: Kyiv, Ukraine. Travel to Area Offices within Ukraine will be required
  • Contract duration: 12 months, with possible extension
