Job Purpose

The purpose of the Livelihood and Food Security (LFS) Project Development Manager is to rollout LFS Core Competency (CC) in Syria Country Office, building on existing strategy and activities. The position holder will particularly focus on designing, developing and implementing primarily cash and market-based interventions.

What you will do:

• Responsible for the full-scale development and rollout of Livelihood and Food Security (LFS) Core Competency, including cash and market based interventions, throughout Syria Country Office (SCO) operations.
• Engage in the process of developing/revising NRC’s new Livelihoods & Food Security strategy and new tools and other technical material as required, in consultation with the Regional and Global LFS and Cash Advisers;
• Lead the process of drafting SoPs, related to cash and market interventions, among others. Support design of market assessments, mapping and analysis;
• Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate;
• Contribute to the institutionalization of cash-based interventions and market based programmes though capacity building and interdepartmental engagement;
• Identify funding opportunities and lead the process of drafting proposals, project budgets and donor reports
• Coordinate and manage LFS program implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
• Promote integration of LFS with other NRC core competencies (education, shelter, capacity building and WASH) and ensure application of cross-cutting issues in LFS and cash interventions.
• Ensure strong donor compliance, ensure monitoring and evaluation (M&E) and quality control procedures are understood and entrenched in all LFS and cash projects;
• Ensure timely and quality reporting, and provide regular inputs to indicator tracking, situational reports, annual reports, etc. in line with NRC procedures and guidelines;
• Document programme learning and incorporate analysis and lessons learned into future LFS strategy, proposals and planning, and in collaboration with M&E, ensure overall quality of the programme
• Responsible for the overall technical line management of relevant project staff as well as ensuring their capacities are built and that there is transfer key skills
• Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
• Participate in internal and external livelihood, food security and cash focused coordination meetings, representing NRC at area and national level;
• Promote the rights of IDPs/returnees in line with the advocacy strategy

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

• Bachelors Degree in a relevant field of study.
• Minimum 4 years of experience of implementing livelihood and food security projects in a senior level position in multiple humanitarian/recovery contexts
• Experience of working in complex and volatile contexts. Good overview of the humanitarian and socio-political context in Middle East Region in general and Syria in particular will be considered as an added advantage;
• Technical expertise in designing and implementing high quality cash and market based interventions
• Strong inter-personal, organizational and management skills
• Fluency in English, both written and verbal. Knowledge of arabic language will be an asset.
