Job Description

Job Overview:

The Livelihoods and Food Security (LFS) officer (Agriculture/Animal Husbandry/supporting home based livelihood intervention) will help the implementation and monitoring of livelihoods and food security programmes in NRC’s established Maimana office. He/ she will work under direct supervision of LFS Coordinator. He/ she will work very closely with NRC’s other units in the Maimana office (in particular with WASH/ Education teams).

Livelihoods programmes support NRC’s broader strategy to promote durable solutions to displacement and drought response beyond short-term emergency assistance – and to prevent further displacement. These programmes seek to enable vulnerable people in the place of origin (returnees to the place of origin who displaced due to shock or manmade disaster) to sustain their livelihood assets, so they can support their families.

The LFS Officer will be responsible for supporting the implementation and reporting of all LFS projects being implemented in the Faryab province. This will include participating in data collection field work; overseeing the beneficiary selection process in coordination with communities, local stakeholders and other NRC units in the Maimana office ensuring that projects are being implemented on schedule; ensuring that monitoring and evaluation (M&E) plans are being implemented, and immediately flagging any challenges or delays to the LFS Coordinator.

This position will focus on implementing the following activities:

  • Implementing livelihoods activities for drought IDPs and host communities in areas of origin (focusing on agricultural livelihoods and livestock activities)
  • Identifying drought affected communities within Faryab province
  • Support female headed/most vulnerable households to established homebased livelihood.
  • Promotion of livestock management in drought at the community level
  • Conducting a massive livestock vaccination at the targeted communities

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Ensure proper filing of LFS documents for future references and audit purposes
  • Maintain file for all contracts and ensure that all original contracts/agreements are kept in a secure manner.
  • Supervise and manage the work of LFS team in SRP
  • Share ideas for improvement and necessary changes in the activities.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Adherence to NRC policies, guidance and procedures

Specific responsibilities:

  • Support the implementation of Food Security & Livelihoods projects in Faryab province, including:
  • Overseeing the beneficiary selection process, based on guidance and procedures set by the LFS Coordinator.
  • Closely work with WASH Core Competency to ensure that targeted beneficiaries have access to drinking water.
  • Working closely with Department of Agriculture, Livestock and Irrigation (DAIL), Department of Rural Rehabilitation and Development (DRRD), and other NGOs.
  • Keeping clear and up-to-date records of distributions and activity implementation progress.
  • Ensuring that baseline assessments are carried out on time, including participating in data collection and data analysis as needed.
  • Ensuring that M&E plans are implemented on time, working closely with the M&E team in the Mazar and Kabul Offices.
  • Maintain clear and up to date records of beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress)
  • Supervise and manage the work of LFS Assistants if asked to do.
  • Attend coordination meetings in governmental sectors whenever asked to do.
  • Ensure, relevant support to beneficiaries are reflecting in the mentorship logbooks.
  • Ensure, Market assessment are carried out whenever required
  • Provide regular progress reports and flag any challenges or implementation delays to the LFS Coordinator.

Generic professional competencies:

  • Bachelor Degree from Business Administration, Agriculture, diploma or certification from other relevant field is required.
  • Experience implementing development projects
  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory)
  • Creativity, curiosity and willingness to try new things and to challenge the status quo
  • A positive and collaborative attitude and willingness to work in a team
  • Experience working with vulnerable communities and people (displaced people, women, youth).
  • Fluency in English (both Written and verbal).

Context/specific skills, knowledge and experience:

  • Minimum 3 years of experience from in Livelihoods, income generation, livestock management and drought response or similar roles in a humanitarian/recovery context with i-NGOs.
  • Dari good spoken Pashto an advantage.
  • Bachelor Degree in Agriculture, business administration, economics, business development/ entrepreneurship or related field.
  • Willingness to travel to other project sites in the North Region
  • Knowledge about own leadership skills/profile
  • Documented results related to the position’s responsibilities
