Duties and responsibilities

Generic Responsibilities
1.Adhere to NRC policies, tools, handbooks and guidelines.
2. Implement delegated LFS portfolio according to plan of action.
3. Use initiative in day to day problem-solving in line with agreed procedures, priorities and standards for the area of work.
4. Prepare and develop status reports as required by management.
5. Ensure proper filing of documents.
6. Promote and share ideas for improvement in your area of expertise.
7. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific Responsibilities
1.Project Cycle Management (PCM) & Project Implementation: The Technical Officer will be involved in developing detailed project implementation plans. This includes outlining activities, timelines, and resource requirements. Remote and daily support and training on the design of project implementation tools are integral to ensuring successful execution with a focus on adherence to the project plan and budget constraints. The role extends to supporting LFS technical components of Area Office-level needs assessments. Technical Quality: As a Technical Officer within the LFS project, the role involves providing essential technical expertise in livelihoods, food security, vocational training, and income-generating activities. This includes offering specific support and capacity building to project staff. The responsibilities also encompass assessing, promoting, and documenting ideas for technical improvement and future program development. Collaborative efforts with other technical working groups, both within and outside the organization, are key to ensuring a holistic approach to project design and implementation. Additionally, participating in the design and updating of program documents is a crucial aspect of this role.
2.Recruitments: As delegated by the manager, participating in the recruitment process for LFS project staff and community workers is part of the role.
3.Procurement: As delegated by line-manager, collaborate with the procurement team to identify, plan, and execute procurements related to LFS projects, ensuring compliance with NRC policies and donor regulations.
4.Project Monitoring: The Technical Officer is tasked with conducting accurate and high-quality monitoring of NRC LFS or related activities. Contributions to project monitoring and evaluations to measure impact and effectiveness are expected, aligning with the Syria Response M&E Strategy, tools, and guidelines.
5.Safe and Inclusive Programming. Responsible for supporting safe programming in all LFS or related activities throughout the project cycle. This includes – but not limited to – Actively consider SIP elements (Safety, dignity, DNH, meaningful access, accountability, and participation) in the daily activity. Implement SIP-relevant activities as included in the Country Office Action Plan for your area of work. Facilitate internal and external referral. Respond to feedback from the CFM, engage in community engagement around participatory channels. Attend relevant SIP capacity building sessions.

Qualifications

Generic professional competencies for this position:

  • Minimum 2 years of experience of related technical expertise in humanitarian/recovery contexts;
  • Bachelor’s degree or above in Business Administration, Business Development, Economics, agriculture, Nutrition, Veterinary Medicine, Social Science or related fields or relevant work experience with a minimum of 4 years of experience;
  • Experience of working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Fluency in both Arabic and English, both written and verbal;

Context related skills, knowledge and experience:

  • Technical expertise in areas such as livelihoods, food security, vocational training, and income generating activities;
  • Advanced skills in Microsoft tools and specifically in Excel.
  • Experience with information management techniques and development.
  • Knowledge of the context in Syria is desired;
  • Ability to work independently in a result-oriented multi-tasking and multi-cultural environment
