Background

Breakthrough ACTION is a five-year cooperative agreement funded by USAID to lead their SBC programming around the world. Breakthrough ACTION ignites collective action and encourages people to adopt healthier behaviors—from using modern contraceptive methods and sleeping under bed nets to being tested for HIV—by forging, testing, and scaling up new and hybrid approaches to social and behavior change (SBC). Breakthrough ACTION is a partnership led by Johns Hopkins Center for Communication Programs (CCP) in collaboration with Save the Children, ThinkPlaceUS, ideas42, and Camber Collective with specialized support from the International Center for Research on Women and Viamo.

Rationale for this consultancy

Interest in using SBC along the service delivery continuum has greatly increased recently. However, many actors remain skeptical of SBC’s role due to a lack of evidence or a narrow conception of SBC. Other actors believe in the power of SBC but lack a clear vision for implementing SBC within service delivery contexts. Save the Children wished to engage a consultant to conduct a review of peer-reviewed and grey literature to illustrate the intersection between SBC for Family Planning (FP) service delivery and community health systems strengthening (HSS), highlighting the gaps and identifying areas of learning.

Description of Services and deliverables

  1. Activity: Literature review
  2. Days: 10
  3. Deliverable: Presentation summarizing findings.

Responsibilities of Save the Children

  • Facilitate the agreement and payments with the consultant per the HR policy of Save the Children.
  • Brief the consultant on the assignment and provide technical support throughout the process of this assignment.
  • Review the deliverables in a timely fashion.

Methodology

All work will be carried out remotely by the consultant using their own computer.

Time Frame

The end date of this consultancy is August 15, 2022, and all work must be completed by then.

Payment

Save the Children and the consultant will agree upon a payment schedule based on the submitted and approved deliverables.

Required Qualifications of the Consultant

  • Proven expertise in research techniques, particularly conducting literature reviews and synthesizing large volumes of grey literature
  • Experience working in SBC for FP, FP service delivery, Health System Strengthening and/or Community System Strengthening
  • Expertise in using Microsoft Word and PowerPoint for submission of deliverables

Authorship

All documents will be identified as a product of the Breakthrough ACTION project.

Authority

All final deliverables must be submitted to Save the Children electronically. The Breakthrough ACTION project is and will remain the owner of the deliverables.
