Summary

The Project Officer (PO), based in Tunis, Tunisia, provides overall strategic and operational leadership to USIP’s Libya Program’s rule of law projects to help accomplish the mission of the Institute. The primary responsibilities include project management, partnership building, and development. The PO works closely with USIP staff based in Libya and Tunis as well as USIP staff based in HQ and reports to the Country Director, Libya based in Tunis. This is a full-time position based in Tunis, Tunisia.

Major Duties and Responsibilities
* Provides substantive and strategic leadership of the project to ensure that activities under the CSO IAA project remain relevant and responsive to changes in the country context.
* Creates and maintains relationships with government institutions, UN agencies, U.S government partners, private sector, civil society, and other relevant stakeholders consistent with the program’s stakeholder engagement approach and to ensure full partnership on the project as appropriate.
* Manages research and analysis with regards to strategic entry points for further USIP Programming on community-based dialogues, rule of law, security sector reform, and transitional justice processes.
* Manages the day-to-day administration and operations of the project with oversight responsibility of budget management, procurement, and contracting for achieving results in line with the outputs and activities outlined in the project document and work plan.
* Ensures the timely preparation and quality control of all substantive technical outputs, briefs, and required reports, ensuring timely production and submission of outputs and reports by all members of the project team, contractors, and project partners.
* Manages all monitoring and evaluation efforts across the project to measure outputs, outcomes, results, and impact and ensures internal and external project reporting is timely and accurate.
* Supervises project staff and assists in the recruitment of USIP Libya staff relevant to the project implementation.
* Lead drafting and revision of proposals and concept notes for funding partners.

Qualifications

* Bachelor’s degree in international relations or related field required.
* Six (6) or more years of related experience, including project management.
* Interest in and knowledge of Libya’s conflict and political dynamics is required and of rule of law, DDR, and SSR is preferred.
* Ability to supervise staff, contractors, vendors, etc. Demonstrated project design, implementation, monitoring, evaluation, and learning skills.
* Experience managing projects in coordination with teams based abroad and with local partners. Strong time management skills with the ability to prioritize work and meet deadlines.
* Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences in English.
* Must have the ability to design and manage budgets.
* Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
* Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.
* Proficiency in English language skills required. Proficiency in Arabic language skills preferred.
