Liaison Officer*

in Poltava

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Poltava, Ukraine.

Alliance15 members Welthungerhilfe (WHH), Concern Worldwide, and Cesvi are working together in Ukraine using their combined resources and reach, to ensure a quick and effective emergency response to assist the crisis-affected population. This response, known as JERU (Joint Emergency Response Ukraine), is working inside of Ukraine to support conflict-affected communities.

As Liaison Officer for Ukraine, your aim will be to maintain the communication with local authorities and to ensure that JERUs projects or programmes are supported according to the administrative regulations of Welthungerhilfe and/or JERU.

Your responsibilities

  • Coordinate with the Program Teams to solve administrative and program issues with the local authorities.
  • Support international staff with administrative documentation and regulation.
  • Anticipate and inform the Area Manager of any major changes in administrative procedures and major concerns related to program implementation in the targeted areas.
  • Anticipate and inform the Area Manager of any major changes in administrative procedures (authorizations, contracts etc.) and major concerns related to finance and logistics departments in areas of intervention.
  • Ensuring good relationships with local authorities, monitoring, and following up on eventual issues.
  • Briefing new expatriates and other relevant staff on authorities/local institutions and local/political environment in the area of intervention.
  • Interpreter services between international staff and local authorities, translation of documents when requested by the supervisor.
  • Support program and support teams in organizing field visits.
  • Cooperate with the Security officer to provide attendible and updated information to the Area Manager about the area of intervention and areas of field visits.

Your profile

  • Relevant professional qualification/formal vocational training with additional qualifications (e.g technician, vocational college)
  • 1-3 years of job-related professional experience
  • Knowledge of Kharkiv, Sumy, Poltava, and other oblasts in Eastern Ukraine and experience in working with authorities in these oblasts
  • Strong MS Teams skills
  • Willingness to travel within Ukraine
  • Fluency in Ukrainian language is a must
  • Good knowledge of English is desirable, Russian skills are an asset
