Context:

Under the direct supervision of the Chief of Mission (CoM)/Special Envoy, the guidance from the Deputy Chief of Mission (DCoM) for Afghanistan, and in close coordination with the Programme Support Unit (PSU) and other relevant Country Office (CO) units, the Liaison and Executive Officer will encourage and facilitate the integration of a collaborative, client-focused, quality and results-oriented approach in the CO’s programming. The successful candidate will work in close collaboration with the support services, programme and project teams locally and with the International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP), as well as, Headquarters (HQ) colleagues to ensure the successful delivery of administrative and support services to the Office of CoM. Also, the Liaison and Executive Officer will provide technical support for internal and external relations and liaison activities.

The incumbent is expected to carry out the duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

1. Coordinate and follow up on the preparation and compilation of briefing papers, talking points, and detailed presentations and other materials as needed for the CoM and DCoM’s internal and external use.

2. Coordinate, ensure the organization of and follow up on the CoM’s and DCoM’s schedule and meetings with senior counterparts from external organizations both in Afghanistan and during overseas travel, and select and provide the necessary briefing materials and documents required.

3. Facilitate the flow of communication between the CoM and DCoM with the Senior Management Team in HQ and RO as well as heads of Units and Programme Managers in the CO.

4. Work closely with the CoM/Special Envoy and assist in the accomplishment of his mandate, objectives, and leadership of the CO by analyzing issues, making recommendations, drafting action points, and monitoring and following-up on implementation.

5. Liaise and maintain regular contacts with stakeholders (International Organizations, Embassies, governmental and non-governmental as well as with the private sector). Provide information to the CoM and DCoM on the priorities and objectives of the interlocuters and recommend best approaches to achieve desired outcomes. In close coordination with PSU, provide technical inputs to support liaison functions with donors and to contribute to the development of the resource mobilization strategy.

6. Support the roll out of the Internal Governance Framework and the implementation of the Risk and Compliance Strategy, which is designed to automate the identification, reporting and mitigation of risks to the CO.

7. Maintain a network of counterparts and key stakeholders to facilitate communication and planning.

8. Ensure contact data for external stakeholders is kept up to date.

9. Draft notes-for-the-file from external meetings; circulate to the broader IOM Country Team and/or external partners as appropriate.

10. Check on the timely follow up by the CoM and DCoM on key issues that arise during external discussion, and recommend action to be taken.

11. Support preparations for high-level meetings.

12. Ensure the CoM and DCoM’s data is included in the Senior Management Team calendar, task tracker and contact database.

13. Coordinate with broader programme and project teams within IOM on tasks to support CO operations.

14. Ensure both paper and electronic files for the Senior Management Team are maintained and that open lines of communication and information flow across IOM platforms are implemented, including on key administrative issues.

15. Draft notes-for-the-file from internal IOM meetings; circulate to the relevant team members.

16. Organize special events, including visiting diplomatic missions and delegations; plan and coordinate practical arrangements, manage briefing materials for the CoM and DCoM and follow-up on action points as appropriate.

17. Initiate, plan and assist in the implementation of special assignments/projects for the CoM and DCoM.

18. Conduct research on specific issues and draft analyses and summaries in this respect.

19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Political or Social Sciences, Business Administration, Public Adminstartion, Management, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University Degree in the above fields with four years of relevant professional experience.

Experience

• Minimum two years of relevant working experience at the national or international level in executive / management level support in delivery of development advisory services, partnerships and representation, in the United Nations system, NGOs, or public-sector organizations;

• Experience in liaising with government and diplomatic authorities;

• Experience in overall office administration management in a multicultural environment;

• Experience in producing materials targeting outside audiences and policy documents;

• Proven knowledge of the UN system and procedures, with prior work experience in a country office or regional office an asset.

• Thorough knowledge of the functions of intergovernmental organizations;

• Familiarity with the issues of migration and emergency programmes;

• Work experience in the region.

Skills

• Good knowledge of the UN system is an asset;

• Excellent writing skills, including editing and translating documents and production of material targeting outside audiences;

• Strong analytical, strategic and creative thinking;

• Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;

• Knowledge of the broad range of migration related subject areas dealt with by the Organization;

• Sound knowledge of UN and bilateral donor programming;;

• Knowledge of IOM project development procedures (including PRISM and PRIMA) and processes, advantageous;

• Strong liaison, coordination skills and people skills;

• Computer literate, in particular MS Word, Excel and PowerPoint;

• Leadership and coordination experience;

• Knowledge of social media an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
