- Scope of work
The main goal of the LHSS Ukraine activity is to strengthen governance of the healthcare system by supporting the capacity of public entities to manage and foster the expansion of affordable and accessible telemedicine. It will do this with the aim of supporting the Government of Ukraine (GOU) to put in place the foundation for institutional arrangements and capacity to govern and ensure telemedicine is safely and sustainably offered to the population. This will facilitate the coordinated expansion of telemedicine services, resulting in increased and more resilient access to healthcare particularly among vulnerable groups, greater transparency and accountability in the provision of healthcare services, and ultimately lower out-of-pocket expenditures by minimizing opportunities for corruption. Working in partnership with Ukrainian entities, LHSS is:
- Supporting the MOH to establish a telemedicine working group (TWG) to guide planning and implementation of telemedicine services.
- Analyzing and proposing target populations and services that provide the most promising opportunities to sustainably introduce and develop telemedicine in line with USAID and GOU objectives including advancing access to health services by populations facing vulnerabilities.
- Supporting the TWG to create a costed implementation plan for the development of a telemedicine platform. This should also have a financing plan that would include GoU financing, as well as donor financing and public-private partnerships, and a capacity-building plan to transition USAID-supported personnel and capacity to country-owned systems and institutions during the activity implementation period for sustainability.
To support the adequate and effective implementation of technical activities, LHSS Ukraine seeks to hire a consultant who will provide 1) professional simultaneous/consecutive interpretation service (between Ukrainian, Russian, and English) to the meetings, trainings and workshops organized by LHSS Ukraine and 2) translation service for LHSS Ukraine as necessary (from Ukrainian to English and vice versa). The Interpreter/Translator Consultant will work closely with the LHSS Ukraine team based in Kyiv under the direct supervision of the Chief of Party and working closely with the Telemedicine Technical Advisor.
Key Responsibilities
- Provide simultaneous/consecutive professional interpretation services to the meetings, trainings and workshops on request basis between Ukrainian, Russian, and English.
- Provide professional translation from English to Ukrainian and vice versa:
- Translate various types of written documents (reports, minutes, letters, training materials, briefs, ect.) from English to Ukrainian and vice versa.
- Edit translated documents.
Deliverables
- Approximately 400 pages to be translated over the course of six months. Deliverables will be managed and approved by the Chief of Party case by case.
- Assumptions, Period of Performance, expected Level of Effort (LOE), reporting, minimum requirements, and travel
Location: The consultant will work remotely, with potential occasion travels to workshop/training/meeting venues in Kyiv if required.
Period of Performance: The assignment is planned for the period from March 1st through September 30th, 2022.
Reporting: The Translation and Interpreter Consultant will report directly to the Chief of Party
Skills/Knowledge Required :
- An advanced degree (minimum Master) in English, especially in interpretation.
- 5+ years of work experience as interpreter and translator. Experience in interpretation on health, eHealth, and telemedicine would be an asset.
- Advance written and spoken English and Ukrainian.
- Proficient in all Microsoft Office programs (Word, Excel, PowerPoint, etc).
- Careful, precise, attentive to details.
- Ready to provide service upon urgent requests.
- Able to work to deadlines and under pressure.
- A degree in Public Health is a plus.
