ABOUT THE MISSION

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of Syrian refugees affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 12 staff members, while the national team represents around 150 staff members.

The programmatic strategy for 2022-2025 has been designed and will revolve around the following (3) axis:

• Respond to the acute needs of vulnerable populations in the aftermath of sudden shocks;

• Ensure delivery of basic services and strengthen coping capacities of vulnerable populations through a community-based integrated approach;

• Build resilience of communities and systems through strengthening capacities of local stakeholders

The above will consider the integration of the following sectors – at both household and community level – considering the needs along the time continuum between Emergency and Development:

• WASH

• Public Infrastructure

• Disaster Risk Management

• Food Security and Livelihoods – new sectoral focus of SI Lebanon

SI Lebanon annual portfolio is an estimated 12 M USD in 2022 through a total of 6 projects from UNICEF, ECHO, AFD/Danida, EU, CAMEALEON and Bioadditive.

ABOUT THE JOB

Job description:

The Consortium Coordinator oversees the development, implementation, and monitoring of SI Lebanon consortium project (funded by AFD/DANIDA) of which SI is the lead organization (premium).

He/she facilitates the governance of the consortium, ensures the link between the partners, the institutional donors of the project and other stakeholders

With the Steering Committee, safeguard of the strategic orientation of the project, its consistency and its compliance with SI procedures and funding partners

Specific stakes and challenges

  • Safeguard the strategic orientation of the project and ensure all consortium members are doing activities that are feeding into the general objective of the project
  • Ensure compliance of all consortium members to AFD rules, regulations, and guidelines
  • Ensure coordination and communication amongst consortium partners and relevant stakeholders, and act as main focal point between consortium and donor for all consortium-related aspects
  • Ensure all project stakeholders are informed on project activities
  • Provide guidance and leadership for all consortium members in line with project objectives and vision

Priorities for the 2/3 first months

  • Continue building the constructive and trusting relationship with the donors of the project and the key stakeholders identified for the project
  • Ensure all consortium partners continue to respect the compliance framework of the consortium
  • Follow-up with partners on the implementation of key ongoing activities (identification of structural work at river basin, social anthropological study, CBDRM approach…)
  • Coordinate the writing of donor reports
  • Launch the budget review exercise for all consortium partners planned for July 2022
  • With the support of MEAL, launch the mid project evaluation

YOUR PROFILE

Education and experience

  • Advanced university degree (BA) in development & humanitarian studies, social sciences or equivalent
  • Minimum 4 years with INGO specialized in Humanitarian assistance
  • Previous experience working in a consortium structure (preferably in a coordination position)
  • Previous experiences at management and coordination level
  • Previous experience in integrated programming especially in DRM, and/or shelter/WaSH is an asset
  • Previous experience in the Middle East and/or Lebanon is an asset
  • Previous experience working with AFD is an asset
  • Fully fluent English and French: excellent speaking, reading and writing skills
  • Arabic is a strong asset

SI WILL OFFER YOU

A salaried position According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months.

Social and health cover Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

In Beirut, the guesthouse and the office are located at a walking distance. The guesthouse is a 6-bedroom apartment, fully furnished and comfortable. Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc.

Depending on the fuel situation, vehicles are available for evenings and week-ends if you have a valid driving license and after being validated for driving by the logistics department. Lebanon is a safe country you can discover by yourself. We have

SECURITY:

The political and security situation in Lebanon is complex and volatile. A government was created on Sept 2021, after more than 1-year vacancy, but the political situation remains very fragile. Elections are taking-place in May 2022, and could see rising tensions between the different political groups.

International tensions are as well important, with the influence and indirect involvement of the USA and Iran. No peace treaty has in addition been signed between Israel and Lebanon since the 2006 war, and tensions between Lebanese parties remain high, and fueled by Syria’s long-lasting civil war, just miles away.

A Financial and Economic crisis has been hitting Lebanon hard, with high inflation, major loss of value of the local currency and shortages (on fuel, electricity, medicines, etc.).

Despite these on-going internal and external tensions, Lebanon’s security situation is currently acceptable. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

Covid 19 :

SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
