Background

The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.

Purpose

The Learning, Outreach and Inclusion Lead on the project will be responsible for overall program-level monitoring and evaluation, communications and outreach, and streamlining the principles of inclusion throughout all project activities. In coordination with the Chief of Party and in consultation with USAID, s/he will also respond to the project’s research priorities including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions and aimed at informing programming. S/he will oversee the project’s monitoring, evaluation, and learning (MEL) team, collecting and reporting data on LEAP outputs and outcomes. Additionally, the Learning, Outreach and Inclusion Lead will lead the project’s communications and outreach efforts, including regular reporting requirements, social media output, and support to technical activities, such as public events and road shows. Lastly, the Lead will promote the principles of inclusion across all project activities, ensuring that LEAP effectively delivers support to vulnerable and historically marginalized populations in the Fezzan region.

Reporting

The Learning, Outreach and Inclusion Lead reports to the Chief of Party.

Responsibilities include:

Monitoring, evaluation, and learning

  • In collaboration with USAID and project leadership, contribute to the design, implementation and ongoing adaptation of a monitoring, evaluation, and learning system that adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting
  • Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
  • Lead and manage program-level evaluation efforts, including the development of studies that examine higher level outcomes and the utilization, when required, of external M&E resources
  • Provide input and advice on procurement of M&E third-party services if needed
  • Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle
  • Train other staff, and local partners where required, on key M&E concepts, tools, and processes,
  • Design and oversee research and data collection priorities, including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions aimed at informing programming

Communications and Outreach

  • Develop, implement, and oversee ongoing adaptation of the LEAP communications and outreach strategy
  • Lead the production of LEAP communications and outreach materials, such as project fact sheets, one-pagers, and success stories
  • Leads effort to collect and collate information from all technical activities for input into deliverables and other materials on LEAP
  • Support the preparation, editing, and submission of all project deliverables to USAID, including quarterly, and annual reports
  • Manage LEAP communications staff to produce high-quality social media content, including photographs, videos, and social media posts
  • As needed, serve as the focal point for events management, including correspondence with vendors, venues, and program staff to design and execute public events
  • As requested, communicate with and manage media representatives to encourage positive reporting on project activities in a manner consistent with USAID visibility priorities
  • Ensure proper branding and USAID visibility across LEAP activities

Inclusion

  • The Learning, Outreach and Inclusion Lead will provide high-quality technical and advocacy support, guiding program design and leading coordination on gender equality and economic empowerment and provide overall support, advice, and oversight on program-level monitoring and evaluation and research;
  • Serves a lead role in ensuring that program activities and methodologies address the needs of target populations and that the program operates in a manner that allows for meaningful integration of and enhances economic opportunities for vulnerable and historically marginalized populations in the Fezzan Region.
  • Works closely with technical leads on activity design and ensures consistent approaches to inclusion and measuring program effectiveness.

Duration

This is a long-term assignment. The expected duration is at least one year.

Location

The location of this position is Sabha, Libya.

Qualifications and Requirements

  • A minimum of four (4) years of progressively responsible relevant work experience;
  • A minimum of two (2) years of experience in monitoring and evaluation, social science research, journalism, or a similar field;
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups and addressing gender equality and social inclusion;
  • Demonstrated experience in writing, communications, journalism, translation, interpretation, and/or public relations strongly preferred;
  • Ability to work independently with minimal supervision to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment;
  • Proficiency with software such as Microsoft Word, Excel, and PowerPoint; familiarity with statistical software is highly desired, but not required;
  • Strong analytical skills and writing abilities;
  • Experience working with donor-funded projects;
  • Fluency in written and oral English is required;
  • Fluency or working proficiency in Arabic highly desired, but not required.
