CONTEXT
Within the HR department of MSF Belgium (Operational Center of Brussels – OCB), the People Development Hub aims to develop and enhance the skills, attitudes, and knowledge of the MSF global workforce to meet MSF’s operational needs and objectives. Within this hub, our Learning and Development unit (L&D) has for objective to continue building an inclusive learning organization that accommodates learning and development, recognizes the MSF staff as our main asset, and is focused on the interaction between the individual, the work context and the goals of our organization.
The L&D Support and Deployment circle focuses on supporting our staff (notably the L&D profiles in our projects) with the development and implementation of their L&D Mission Strategies, as well as the related policies and tools. We organize and deploy various L&D initiatives such as internal mobility, the feedback process, learning offer and a learning management system (Tembo), etc. We also oversee the planning, administration, and logistics of the OCB learning offer through the L&D Support Team.
For the upcoming period, the focus lies on improving the initiatives that were developed such as the induction, the onboarding and the feedback process, and the implementation of sound L&D strategies, policies and processes adapted to local contexts and operational goals through competent staff in countries of intervention.
As the L&D Support and Deployment Team Leader, you are in charge of managing the L&D Support and Deployment Circle. Your objective is on one hand, to co-design, develop, support, coach and advise the L&D profiles in MSF countries of intervention as well as the HR Referents at the HQ; and on the other hand, to ensure that the L&D offers (learning events, mentoring, and coaching, induction and onboarding, etc.) are deployed, known and accessible to all MSF staff.
You will also ensure that the L&D needs are met, in order to increase the autonomy and quality in our projects as well as to allow the L&D unit to adapt its L&D offer to answer to the project needs.
Under the supervision of the People Development Coordinator, you will coordinate a team comprised of the L&D Field Advisors, the Mobility Focal Point and the L&D Support Team Leader. The team works in close collaboration with the L&D profiles and the HR Coordinators (HRCOs) in countries of intervention, and with the HR Officers and key actors in the People Development Hub on HQ level.
REPONSABILITES PRINCIPALES
Team Management
- Co-define and monitor the team priorities in line with the L&D strategy
- Support, develop and empower the team members
- Ensure that the HR-, Admin- and Financial processes are respected (recruitment, budget, etc.)
L&D Field and HQ support
- Ensure that L&D support and advise provided is done in regard to the L&D Mission Strategies, policies and tools, ensuring that they are connected to the operational needs of the project and integrated into the HR mission strategy
- Ensure that the necessary processes and resources are in place to support the projects and HQ with their L&D needs
- Ensure that the L&D staff in our projects are well on-boarded, supported and empowered to be more autonomous in the implementation of strategy, policies, and processes in the Employee Development cycle phases
- Promote the community of practice in our projects related to L&D topics for L&D and HR profiles
- Provide advice on the organizational L&D set-up in our projects
Deployment of the L&D initiatives
- Ensure that all the L&D initiatives are deployed, well communicated and accessible
- Share feedback on the current L&D initiatives in order to improve them and ensure their quality
- Co-design learning & development initiatives tailored to the country/ project, working in close collaboration with local and/or flex pool facilitators, other MIOs, and actors in the OCB L&D Unit
- Secure connection, coherence, and involvement in the implementation of strategic focus areas
Internal and external Communication
- Strengthen the relationship with all relevant stakeholders at HQ level pro-actively, to ensure that any barriers to L&D field support can be lifted
- Participate actively in the L&D meetings and in all key discussions
- Engage actively with the counterparts in other OCs to promote alignment and share initiatives
- Strengthen the learning culture with the relevant stakeholders
PREREQUIS
Education & Experience
- University degree, preferably in Learning and Development, HR, or related field
- Minimum 2 years of field experience (preferably with MSF) and at least 6 months in an L&D role
- Minimum 5 years of professional experience in L&D in an international and complex context
- Minimum 5 years of professional experience in a coordination/managerial position
- Experience in managing diverse teams

Languages
- Fluency in French and English (oral and written)
CONDITIONS
- Expected starting date: As soon as possible
- Location: Brussels*
*Other location/s where there is a contractual MSF entity within maximum +/- 3 hours difference to
Brussels time zone could be exceptionally discussed. The final outcome depends on local legal limitations (residency, work permit, etc.) and on agreement with the MSF contracting office MSF entity/office of the/se location/s. The local contract and standard salary grid will then apply.
- Mobility: 1 – 2 scheduled project visits per year
- Contract type: Open-ended contract – Full time – Maximum 50% of homeworking possible per week
- Salary according to MSF-OCB HQ grid
