Humanitarian overview

Iraq saw unprecedented levels of displacement resulting from the conflict between coalition forces and the Islamic State group. Of the more than 6 million Iraqis who fled their homes since 2014, 1.2 million remain internally displaced. Over 4.8 million Iraqis have returned to their areas of origin. Humanitarian organisations believe that many of these returns have been premature, unsafe or involuntary. Iraqis have returned to areas lacking basic infrastructure, utility services, livelihood opportunities, or where explosive devices have not been cleared. Challenges include lack of security, community acceptance, housing, property, civil documentation and education. The humanitarian community estimates that more than 4.1 million Iraqis will need assistance in 2021 and initially asked for USD 607 million to deliver basic assistance (HRP 2021). With military operations against IS group largely concluded, the Iraqi government now faces new challenges including… managing civil unrest, mitigating the impacts of Covid-19, reduced oil prices and economic productivity.

NRC���s operation

We assist internally displaced Iraqis, Syrian refugees, returnees and host communities, focusing on those in protracted displacement in camps, informal settlements and areas of return, with a particular emphasis on hard-to-reach populations. We are continuing to shift towards early recovery programming, aiming for sustainable development, providing integrated and localised services to assist the displacement-affected populations while maintaining our capacity to respond to emergencies.

If you are those people, the Norwegian Refugee Council is looking for an enthusiastic and passionate Learning and Development Coordinator to join our Human Resources Team in Erbil, in Iraq. You will be responsible for the coordination and delivery of our L&D, promoting our learning culture within NRC Iraq by increasing the level of relevant skills and knowledge through the provision of a range of activities.

To be successful in this role you will be a confident communicator with excellent relationship building skills, capable of establishing strong relationships with stakeholders at all levels, while supporting new initiatives and learning projects across the country.

Role Responsibility
��� Consistent delivery of central L&D curriculum to the required standards
��� Operate as the initial point of contact for L&D in Iraq, maintaining excellent communications with key stakeholders and escalating any complicated request to the HR Manager
��� Support team colleagues with specialised projects and learning design when appropriate and if required
��� Deliver learning in both formal (e.g., tutor led) and informal settings, supporting and coaching learners to develop their skills; this includes using learning technologies and credible leadership behaviours to meet all learning needs
��� Evaluate the effectiveness of training delivery and learning outcomes to evidence success factors and address shortfalls
��� Maintain appropriate records of learner development and resource allocation to allow tracking and evidence of training

��� Proven track record of professional experience delivering or coordinating learning activity, both face-to-face & virtual
��� Experience using/working with multiple learning technologies, including e-learning, blended programmes, virtual classrooms (Microsoft Teams) and social learning
��� Confident communicator with the ability to build and maintain relationships with multiple stakeholders at all levels, and challenge with humility when necessary
��� Intuitive and empathetic, able to relate to others and build report
��� Highly organised, capable of operating within multiple reporting lines and manage multiple priorities successfully
��� Experience of working remotely within a team, meeting workload requirements and be as effective through delivery as possible.

Additional Information:

Duty Station: Erbil, Iraq – Duration of contract: 12 months, full-time, in accordance with local labour laws. Grade 7 in NRC’s grading structure – Reporting line: Human Resources Manager, Iraq.
