Summary:

Global Communities is seeking a Leadership and Capacity Building Team Leader for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M Project is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).

The Leadership and Capacity Building Team Leader will play a pivotal role in supporting the Raedat operations in the West Bank and Gaza Strip. The Team Leader will have technical and leadership responsibilities, focusing on ongoing capacity-building, participant engagement, and sustainable change efforts.

Responsibilities

A. Capacity Building Responsibilities

  • Training Material Design: Oversee the development, design, and customization of training materials and modules to meet the Project’s specific needs in close collaboration with Short-Term Technical Advisors (STTAs).
  • Curriculum Development: Lead the creation of a structured curriculum that aligns with the Project’s objectives and ensures the transfer of leadership skills and knowledge to beneficiaries.
  • Training Delivery: Guide the conduct of training sessions, workshops, and capacity-building activities, both directly and through the facilitation of STTAs.
  • Needs Assessment: Continuously assess the capacity-building needs of Project participants and adjust training programs accordingly.
  • Monitoring and Evaluation: Liaise with the Knowledge Management and Reporting Unit to develop and implement systems to monitor training effectiveness and gather feedback for improvement.
  • Leadership Skill Enhancement: Focus on fostering leadership skills among beneficiaries, providing them the tools to lead effectively within their communities.
  • University Pioneers Emphasis: Engage with University Pioneers, tailoring capacity-building efforts to their unique requirements and aspirations.

B. Participant Engagement Responsibilities

  • Relationship Building: Build and maintain trust-based relationships with Project participants, including beneficiaries and stakeholders.
  • Needs Assessment: Lead individual and group assessments to understand participants’ unique needs, aspirations, and challenges.
  • Mentoring and Coaching: Oversee the provision of one-on-one mentoring and coaching to empower individuals to unlock their full potential, offering guidance and support as needed.
  • Empowerment: Manage the active engagement of participants to partake in their personal and professional development actively, fostering agency and self-confidence.
  • Conflict Resolution: Act as a mediator or facilitator in case of challenges within the Project, promoting a constructive and harmonious environment.

C. Sustainable Change Responsibilities

  • Methodology Expertise: Apply advanced knowledge of capacity-building methodologies, drawing on leading practices to drive sustainable change within the community.
  • Community Impact: Ensure that capacity-building efforts positively impact individuals and organizations, contributing to community development.
  • Sustainability Planning: Work with beneficiaries and stakeholders to develop strategies for maintaining the positive changes achieved through capacity building.
  • Advocacy and Awareness: Collaborate with the Social and Behavioral Change (SBC) Unit to strengthen public awareness and advocacy efforts around gender-related issues and gender-based violence (GBV).

D. Leadership and Capacity Building Unit Responsibilities

  • Team Oversight: Lead, manage, and supervise a team of two officers and two University Pioneers coordinators based in the West Bank and one in Gaza within the Leadership and Capacity Building Unit.
  • Capacity-Building Coordination: Coordinate ongoing capacity-building efforts within the unit, ensuring alignment with the Project goals and timelines.
  • University Pioneers Support: Work closely with University Pioneers Coordinators in the West Bank and Gaza to implement activities tailored to university students.
  • Unit Efficiency: Ensure the smooth implementation of all University Pioneers activities and other capacity-building initiatives across the West Bank and Gaza.
  • Reporting and Documentation: Liaise with the Knowledge Management and Reporting Unit, maintain comprehensive records, and produce regular reports on the unit’s activities and their impact.

Qualifications

  • Master’s degree in a relevant field, such as leadership development, capacity building, or international development.
  • Minimum of 8 years of experience in leadership and capacity-building roles, preferably in international development projects.
  • Proven track record in designing and implementing successful capacity-building initiatives.
  • At least 4 years of management/supervisory experience is required.
  • Demonstrated leadership and team management experience.
  • Proficiency in project management and budgeting.
  • Knowledge of the specific context and challenges in the West Bank and Gaza.
  • Demonstrated ability to articulate and present technical information clearly and effectively.
  • Demonstrated ability to create and maintain effective working relationships with USAID, stakeholders, CSO partners, and international donor agencies.
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
