Job Purpose

S/he is responsible to distribute work to Region Coordinator team members and ensures reports and reviews are completed within the set deadlines.

S/he is expected to understand delegations within his/her region through proactively reading various internal and external reports, regular review of the process team’s findings, communication with the different functional desks, and coordination with Internal Controllers. S/he is also responsible to communicate to the whole unit various developments in the FD delegations within his/her region.

S/he consolidates the output of the different process teams in the recurring review through the CTM report. S/he ensures all inquiries and requests from the field are addressed and escalates issues to the Internal Control Manager and Internal Control Specialist where relevant.

Relationships

  • Internally, interacts with different units in HQ, Field, Risk & Assurance units of different metiers, ERCO.
  • Externally, interacts with auditors.

Main Responsibilities:

  • Ensures proper distribution of workload within the team and that the deliverables of all Region Coordinators are met on time as per KPI.
  • Is responsible to develop and propose updates to the CTM report to maintain value-adding output
  • Monitors progress of deliverables and immediately escalates impeding issues to the Internal Control Manager
  • Ensures that the team structure and procedures are streamlined, and staff members’ skills are utilized effectively towards the goals of the unit • Sends monthly reports to Field desks on a timely basis
  • Ensures that all responsibilities of Region Coordinators (e.g. delegation information maintenance, policy document update, process documentation) are completed on time
  • Escalates issues or process review design gaps to the CTM management
  • Escalates issues on non-delegation specific findings to Internal Control Specialists
  • May be responsible to review reports of other Region Coordinators prior to release
  • Is responsible for supervising, coaching and mentoring the Internal Control Reviewers 3
  • Aligns across Region coordinators advice given to process teams on various matters
  • Acts as focal point of interaction with Field Managers, Functional Desks and/or OpsDesks for reporting, follow-up and escalation of CTM results, as well as gathering relevant information on field operations and developments
  • Provides response to general queries from field process owners related to the results of testing activities, and coordinates directly with the team lead concerned where necessary
  • Performs periodic analysis of recurring review results to identify recurring and/or significant findings and potential internal control weaknesses or gaps that may require immediate attention from field management
  • Prepares and sends reports to field management containing observations and corresponding recommendations to improve execution of first line controls and mitigate residual risks
  • Ensures reports and supporting feedbacks are complete, properly filed and readily available for audit
  • Gathers relevant information related to the field from various sources and ensures the same are shared with the teams on a timely manner
  • Prepares reports summarizing the recurring review results of specific delegation/s as requested for site visits and internal/external/donor audits
  • Participates in functional groups that aim to achieve objectives of the unit aligned to its strategies
  • Facilitates continuous improvement reflections as well as identification and implementation of solutions within the team
  • Completes relevant trainings determined necessary for the role.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Makes sure that deadlines for the PMD cycle are met
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities

ADDITIONAL DUTIES

  • May be deployed to the field to assume complex responsibilities or in challenging field mission (potential for RDU)
  • May be deployed to the field or HQ for support mission
  • May provide support to other process teams as necessary
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

Selection Requirements:

  • Bachelor’s degree in Accountancy/Finance or equivalent
  • Have at least 6 years’ experience working in audit (internal audit is a plus)
  • Certified in Internal or external audit
  • Have at least 1 year experience on leading a team
  • Experience on Computer-assisted audit techniques (CAATs) an advantage
  • Very good computer skills
  • Exemplary analytical skills
  • Rigorous and trustworthy
  • Good command of written and spoken English
  • Knowledge of foreign language is a plus (French, Arabic and others)
