Context:

Under the overall supervision of the USRAP Team Leader and Chief of Mission of IOM Qatar and direct supervision of Chief Migration Health Officer, and with the technical guidance from IOM Global Teleradiology and QC Center, the successful candidate will be responsible for overseeing the overall activity of the Radiography Unit and guiding the radiography team at Doha, Qatar, ensuring correct completion of the screening Chest X-Ray (CXRs) and process to

IOM Global Teleradiology Centre in Manila. This process will include setup of scheduling, digital CXR taking and continuous Quality Assurance (QA) and Quality Control (QC) monitoring system as well as distribution of chest radiographs’ reports, ensuring timely and effective completion of the radiology process in the health assessments.

Core Functions / Responsibilities:

1. Supervise and lead team of radiographers, and radiology support staff in the x-ray unit in Doha, Qatar, plan and organize the daily work, and guide the radiology services ensuring uninterrupted, smooth workflow and quality of radiology services.
2. Ensure good quality chest x-ray images of migrants as requested by Physicians and/or Radiologist in accordance with IOM and international radiographic standards and receiving countries technical instruction.
3. Communicate and ensure efficient transmission of digital chest X-ray, CXR images to IOM Global Teleradiology Centre in Manila in regard to radiology related requirements, assign the Country Office’s focal person for coordinating the radiology chest X-ray reading workflow and provide the chest X-ray reports to the panel physicians as needed.
4. Review the quality of CXR images, repeat when the image quality is not acceptable, report important/urgent information to Radiologists and/or Physician as needed, provide feedback to radiographers, and ensure consistently high-quality chest X-rays.
5. Monitor and timely respond to requests for repeat CXR when CXR is of suboptimal quality and assign or complete the additional view when needed,
6. Ensure proper archive of the images to radiology image archiving systems and upload the digital CXR images to eMedical platform for US Special Immigrant Visa cases, and/or burning images on CDs as needed.
7. Monitor and guide Migration Health Division (MHD) Camp Al Saliyah (CAS) radiographers and radiologic support staff on technical specificities of X-ray units and the overall radiography process, aiming to achieve consistently good CXR quality and efficient radiology workflow, as well as ensuring the radiological process is fraudless, and proper and respectful handling of applicants.
8. Communicating with radiologists in the IOM Global Teleradiology Center, clarifying queries from panel physicians on suspicious CXR findings, as well as global radiology support, and/or addressing any service process concerns in the unit and any radiology related issues, as needed.
9. In coordination with IOM Global radiology coordinator, implement internal quality assurance(QA) and quality control (QC) measures in the unit including the regular checking of x-ray equipment performance, radiologic procedures, data entry, and suggest improvement measures as needed.
10. Implement, and maintain the radiologic safety measures and procedures in the unit, ensuring the overall radiation safety of the applicants, staff and the public, take responsibility for radiation safety in the working area, including regular use of lead shield to the applicants, use of personal radiation measuring badges for the staff, communicating with the respective authorities, compiling the weekly and monthly reports with recommended corrective actions.
11. Conduct radiography training, image viewing sessions and feedback to team radiographers aiming to maintain staff capacity and quality of the radiology services.
12. Draft, and continuously update the standard operating procedures (SOP) and training materials in close coordination with IOM Global radiology coordinator, implement proper record keeping of consumables and documentation of maintenance services.
13. Plan and arrange shifts ensuring backup radiographer is available for the service when going on leave. When needed, assist in establishing and training of backup local radiographers.
14. Assist in procurement of radiological equipment and expendables, and coordination withIOM Global radiology coordinator and IOM procurement unit and check correct specifications of the equipment is purchased.
15. Coordinate with external technical service providers regarding regular service and maintenance, repair of X-ray equipment, and alternative radiology facility, as well as contact the respective government authorities in the country for radiation safety compliance and license to operate X-ray Unit as needed.
16. Prepare statistical summary reports on operational activities of the Radiology Unit, document any other information, and properly keep records as needed.
17. Contribute to implementing infection control measures and maintaining a tidy and neat work environment in the Radiology Unit.
18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Radiography, Health Care Management, Public Health, Health Informatics, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Board registration certificate (license) as a Radiologic Technologist as may be required by the country.

Experience

• Thorough knowledge and experience in radiography especially digital chest radiography is required;
• Experience in Radiography Unit staff administration and management;
• Experience in data analysis and management;
• Previous experience in taking TB screening/Health Assessment; Programs Chest X-ray (CXR)for different resettlement countries; including for the USRAP, Australia, Canada, and the UK detection for TB an advantage;
• Experience in quality radiology assurance services and in writing guidelines and training materials an advantage; and,
• Knowledge and experience in radiology information systems and picture archiving and communication systems an advantage.

Skills

• High computer literacy in Windows and MS Office is mandatory;
• Knowledge of medical and radiographic terminology;
• Excels and problem-solving and mathematical skills;
• Knows how to use all radiology equipment and protective gear;• Builds strong relationships with medical and administrative staff and,
• Works carefully in a fast-paced environment and is detail-oriented.

Languages

IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari, Farsi, Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
