  • The functional objective of the hub in Amman is to deliver its projects in an efficient & effective manner & in line with the principles, rules & regulations of our client is to achieve the outcomes sought by their partners. Our client has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million & they have a very strong relationship with the key counterparts at both central & regional govt. evels in Iraq. Our client operates from its operational hub in Amman & supports its country office in Baghdad & its sub office in Erbil.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans & procedures of the UN security management system & that of our client. They are committed to achieving a fully diverse workforce. They are undertaking a 3 year project that aims to improve basic living conditions for returnees in the liberated rural areas of Al Anbar & Ninewa – Sinjar governorate through the rehabilitation of up to 1,000 housing units & the restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads & of water & sanitation networks & / or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighborhood. The rehabilitation of housing & basic services will be guided by a needs based approach.

Role objectives:

  • Under the overall guidance of the Head of Program (HOP) & the direct supervision of the Project Manager (PM), the Lead Civil Engineer is required to perform the following specific duties & responsibilities ensuring their effectiveness, transparency & integrity:

Coordination, delivery & performance:

  • Responsible of managing the design team on daily basis, provide technical advice for the design team as well as of the Feld Engineers.
  • Prepare working drawings, BOQ’s (Bill of Quantities) & specifications for all the project activities.
  • Provide technical solutions, advice & calculations for all of the infrastructure works & the rehabilitation of the war damaged shelters.
  • Review all design works prepared by the design team before submitting to ensure all designed elements are within our clients requirements & quality.
  • Undertake & participate the onsite technical assessments of the targeted locations & decentralised services when required.
  • Provide advice on feasibility, costings, timelines & requirements.
  • Inspects & report on the design team works in progress ensuring that the design team delivery.
  • Provide support & guidance to the contractor & assists in resolving site problems, as necessary.
  • Embed sustainability dimensions including social & gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design & construction / rehabilitation phases.
  • Ensure Prevention of Sexual Exploitation & Abuse (PSEA) measures are implemented throughout the project implementation, as per the country PSEA action plan.
  • Perform other related duties as required from PM.

Governance, monitoring & reporting:

  • Monitor contractors’ & suppliers set out & works, including compliance with contracts specifications & ensures that contractors & suppliers comply with their work plans to complete work with specified scope of work, time frame & budget.
  • Attend daily the project site(s) in order to monitor & supervise the progress of works in the targeted facilities, identify any existing problems, provide technical assistance & appropriate solutions through application of sound engineering standards in consultation with the PM.
  • Responsible for preparation of progress reports on rehabilitation & infrastructure activities, according to the agreed timeframe of works & submission of such on a weekly basis to the PM.
  • Review & / or develop written Standard Operating Procedures (SOP’s) for all aspects & stages of the project.
  • Implement Quality Controls (QC) procedures, to ensure all infrastructure activities are correctly initiated, managed, monitored, reported & closed in accordance with our clients policies & procedures.
  • Assess & report on the project closing plans, archiving of cost & progress report & hand over all related reports to the PM.
  • Evaluate & assess works schedules & programs, including the comparison with the schedule baselines & reports to the PM accordingly.
  • Check all laboratory reports, operation & maintenance manuals & keep records & report to the PM accordingly.
  • Assess the work activities of contractor(s), measure completed work & make recommendations to the PM for progress payments to contractors.

Documents control & management:

  • Maintain records, compile periodic reports & any specific reports required by our clients standard procedures.
  • Responsible for the preparation & verification of a database for the available materials shipped to the project, schedules of labor force & monitoring of quality of such during the progress of works.
  • Check, verify & approve the interim payments submitted by the contractor(s) & submit detailed reports to the PM.

Knowledge management & sharing:

  • Ensure that lessons learned & challenges are documented throughout the project implementation & shared with the project team.
  • Participate in the relevant client currents.

Monitoring & progress controls:

  • Number of on site technical assessment conducted & reports compiled.
  • Number of site inspection & progress monitoring visits conducted.
  • Number of community engagement activities undertaken & implemented.
  • Number of project reports documents drafted.
  • Number of stakeholder coordination meetings conducted.

Project reporting:

  • Ths role will work under the overall guidance of the Head of Program (HOP) & the direct supervision of the Project Manager (PM).

Key competencies:

  • Master’s Degree or equivalent in Engineering in a relevant subject matter such as Civil Engineering, Structural Engineering, or Construction Management with 8 years of relevant experience is required or Bachelor’s Degree or equivalent in Engineering in the above mentioned field with an additional 2 years of relevant experience may be considered in lieu of the Masters Degree.
  • At least 5 years of experience in civil works design, planning, supervision or implementation of infrastructure (construction & / or rehabilitation) projects in Iraq & / or the Middle East region is required.
  • Experience in supporting the supervision & / or implementation of multisector infrastructure rehabilitation projects is highly desired.
  • Comprehensive knowledge in engineering software applications (i.e: AutoCAD, REVIT, SAP2000, Prokon, ETABs) is desired.
  • Work experience with an international organization & / or UN agencies is desired.
  • High proficiency with computers & other software / platforms related to the positions field of expertise.
  • Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs & Slides.
  • Excellent communication skills, including fluency in spoken & written Arabic & English languages, are required.
