This position is expected to have a duration of approximately one year, with an expected end date in August of 2023.

Save the Children is seeking a Lead Advocate for Humanitarian Policy. In this role, you will contribute to the advancement Save the Children’s humanitarian policy and advocacy agenda within U.S. foreign policy and assistance and multilateral bodies as strategic to protect the rights of children living in humanitarian and emergency settings. You will report to the Managing Director, Humanitarian Policy and will collaborate closely with global development and humanitarian advocacy colleagues within Save the Children US and across the Save the Children global movement, as well as with relevant colleagues across functional roles (media and communications, resource development, programming, etc.).

What You’ll Be Doing (Essential Duties)

Contribute to the development and implementation of successful humanitarian advocacy strategies to support and advance Save the Children’s objectives in large-scale humanitarian responses and thematic issue areas to address the rights of children living in humanitarian and emergency settings. 60%

  • Serve as Save the Children US focal point on either a tier one or tier two priority crisis response workstream, and/or a tier one thematic area.
  • Conduct external policy landscape analyses in coordination with the Managing Director, Humanitarian Policy, and support the identification of strategic entry-points for Save the Children’s policy and advocacy priorities.
  • Support the execution of power mapping to inform advocacy strategies and tailored tactics for assigned thematic areas and crisis contexts.
  • Implement pre-determined activities in line with agreed strategies.
  • Participate in, and represent Save the Children’s pre-agreed policy asks and advocacy priorities within external working groups as strategic.
  • Report on key activities and outcomes to the Managing Director on an ongoing and systematic basis.

Deepen and maintain relationships for Save the Children with key U.S. government actors at staff/working level, including with Congressional offices and committee staff, and U.S. foreign policy agencies, particularly USAID and the State Department. 15%

  • Support the engagement of targeted outreach to strategic decision-makers and influentials to maintain and deepen relationships with Save the Children.
  • Coordinate, support, and participate in meetings with key policy-makers and influentials, including through the development of supporting materials and talking points, and managing meeting follow-up communication.

Contribute to policy research, provide real time policy analysis, and develop tailored advocacy and campaigns resources for different audiences. 15%

  • Monitor U.S. government policy activities for potential new entry-points for priority advocacy and flag for internal colleagues as relevant.
  • Support the drafting of internal position papers and policy recommendations on new and existing priority areas of work under the direction of the Managing Director, Humanitarian Policy.
  • Support the development of external advocacy products including fact sheets and policy briefs, and contribute to advocacy focused media/press materials, digital advocacy needs, or products/language for use in grassroots engagement.

Support internal coordination, alignment and complementarity with relevant Save the Children U.S. and global movement departments, teams, and offices, including within the Save the Children U.S. Humanitarian Business Team. 10%

  • Support consistent and systemic coordination and information sharing across Save the Children offices, and functional roles.
  • Participate in, as strategic, in Save the Children internal working groups on specific thematic areas and crisis contexts.
  • Regularly engage with relevant stakeholders across functional teams (media and communications, fundraising, campaigns, etc.) for co-creation and execution of advocacy tactics and activities.

Required Qualifications

  • Required Minimum of a Bachelor Degree or equivalent experience, plus at least 3 years of relevant experience
  • Experience working on U.S. foreign policy and assistance, or international humanitarian policy and advocacy.
  • Knowledge of humanitarian principles, the global humanitarian architecture, international humanitarian law, and established global humanitarian standards, guidelines, and accountability mechanisms.
  • Demonstrated project skills and ability to handle and meet multiple work streams with competing deadlines.
  • Experience maintaining relationships and networks to advance objectives.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English

Preferred Qualifications

  • Experience working for a large matrixed organization, government body, or within an international organization.
  • Substantive knowledge of, and/or demonstrated experience in at least one of the following: mental health and psychosocial support; child protection in emergencies.
