UNFPA occupies a unique position in the sexual and reproductive health commodity ecosystem as a critical player in supply chain management, a leading public procurer of sexual and reproductive health commodities, a trusted partner to national governments, and one of the few organizations with the scale and partnerships necessary to build accountability for last mile delivery. The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.
Job Purpose
As the Last Mile Assurance Analyst, you will support the Country Support Team Lead by managing a team of LMA Associates to coordinate and implement the LMA process.
You Would Be Responsible For
- Continuously enhance the LMA process and quality of data-gathering and reporting tools:
- Review and update the LMA process and guidelines taking into consideration changes in business processes, lessons learnt, issues identified and opportunities for efficiency and effectiveness.
- Review and update LMA data collection, processing, analysis, presentation and reporting in the applicable systems
- Coordinate and monitor implementation of the LMA process
- Develop and monitor implementation of the annual LMA work plan and calendar, including: Supply Chain Overview, Quarterly Stock Review (QSR), Supply Chain Risk Assessment and In-Country Assessment, as well as implementation of remedial action plans and recommendations, in line with the requirements of the corresponding guidelines.
- Develop budgets, in collaboration with the UNFPA Commodity Security Branch (CSB) and Country Offices, for all LMA activities in the LMA work plan and calendar.Develop and maintain a roster of third-party service providers and individual consultants with experience and expertise to perform LMA in-country assessments and supply chain systems strengthening interventions.
- Manage the relationships with the third-party service providers, ensuring that they are engaged under the appropriate contractual arrangements and deliver high quality work as per terms of reference.
- Support UNFPA Country Offices and partners with timely completion of LMA activities and submission of deliverables or reports.
- Support LMA Associates in scoping, planning, executing and finalizing different LMA activities, ensuring that key issues are properly identified, quantified and reported. Support LMA Associates in the review and quality assurance of LMA activities submitted by Country Offices and implementing partners.
- Participate in and facilitate Regional Supply Chain Communities of Practice among staff and consultants engaged in supply chain management activities, to share best practices and overcome common bottlenecks affecting supply chain management, logistics, inventory control and LMA, leveraging and sharing knowledge as applicable.
- Train and support Country Offices and UNFPA implementing partners on LMA activities
- Develop LMA process guidance, training and learning materials.Facilitate workshops, webinars, online coaching and Q&A sessions to train UNFPA Country Office personnel on the LMA process and activities.
- Support UNFPA Country Offices to address and close audit recommendations that pertain to LMA.
- In coordination with Country Offices and Regional Offices, coordinate and support training of implementing partner personnel on the LMA process and UNFPA’s requirements for management and safeguarding of Programme Supplies.
- Maintain an SCM issue logs, detailing the nature and status of significant capacity gaps identified throughout LMA activities.
- Proactively reach out to and assist Country Offices and Regional Offices in resolution of issues they may face.
- Engage with UNFPA Country Offices and partners to develop remedial action plans and monitor implementation of supply chain strengthening recommendations.
- In collaboration with the Supply Chain Management Desk in each UNFPA Regional Office, support Country Offices and implementing partners with implementation of risk mitigation and remedial measures to address issues identified through the LMA process (e.g. traceability differences, lack of adequate certification for storage and distribution of pharmaceutical products at warehouses, capacity gaps for quantification/forecasting etc.).
- In collaboration with the Supply Chain Management Desk in each UNFPA Regional Office, support Country Offices and implementing partners in UNFPA Supplies countries with respect to Transformative Action (TA) applications in the area of supply chain strengthening, ensuring that planned activities are in line with findings from the LMA process.
- Make use of collected data for decision-making on supply chain systems strengthening interventions.
- Follow-up regularly with Regional Offices, Country Offices and implementing partners on progress of strengthening/remedial action plans.
- Monitor and evaluate quarterly the implementation of Transformative Action activities for which funds were allocated in the calendar year.
- Aggregate, assess and communicate the results of LMA activities to internal and external stakeholders
- Maintain the LMA process dashboard/scorecard, highlighting and quantifying key risks and issues identified, and the status of remedial and risk mitigation activities. Contribute to preparation of regular reports on LMA results and achievements to the Director of the UNFPA Technical Division.
- Develop periodic reports on the status, results and key performance indicators (KPIs) of LMA activities for UNFPA Senior Management, Regional Offices, the UNFPA Supplies Finance and Risk Committee and Steering Committee.
- Contribute to preparation of regular reports to the Oversight Advisory Committee (OAC) and respond promptly to requests from internal and external auditors on matters that concern LMA activities and findings in countries.
- Maintain continuous communication and coordination on LMA activities with relevant internal stakeholders, including other SCMU Teams, the Humanitarian Response Division (HRD), the Commodity Security Branch (CSB) and Regional Offices.
- Maintain continuous communication on LMA activities with relevant external stakeholders, including donor organizations and other UN partner agencies.
- Carry out any other duties as may be required by UNFPA SCMU leadership.
Education
Qualifications and Experience:
- Advanced university degree is required; Studies in either Medical Science, Pharmacy, Supply Chain Management, Public Health, International Development, Logistics, Business Administration, Economics, Data Science, Accounting and Audit is an asset.
- A professional certification such as the below would be an added advantage:
- Supply Chain Management certification such as CIPS at Level 4 Advanced Diploma and/or CILT at any of the Level 4 qualification
- Certified Fraud Examiner (CFE) certification
- GDP/GMP certification
- ISO 9001 certification
Knowledge And Experience
- A minimum of two years of progressively responsible professional experience covering areas such as supply management, quality assurance of medical products in the supply chain particularly involving storage and distribution, supply chain monitoring and evaluation and logistics information systems.
- Advanced knowledge of relational databases, spreadsheets, and data analysis and visualization tools, such as Tableau and/or Power BI.
- Experience in developing standard operating procedures
- Experience in delivering in-person and remote training.
- Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex technical documents for both technical and non-technical audiences.
- Good interpersonal skills and capability to develop and maintain broad diversified partnerships.
- Strong analytical and problem-solving skills, team management skills are an asset
- The following are added advantage:
- Basic knowledge of the principles and operational aspects of integrated SRH health care in the global development and humanitarian community
- Experience in SCM data analytics and assurance activities
Languages
Fluency in English is required; knowledge of other official UN languages is an asset.
