The Program

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $2 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor Leste.

The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure. The AIFFP Support Unit is to provide services to the AIFFP.

The Position

The role of the Land Acquisition Specialist is to provide guidance and advice to PNG Power Ltd, who will be managing the various projects, on matter pertaining to land acquisition in Papua New Guinea.

The nature of the project may require the acquisition of customary land, or even state-owned land, which, if not managed correctly or the correct processes not followed, may lead to lengthy delays which in turn affect the execution of the various projects.

The Person

The successful incumbent needs to be familiar with the laws of PNG and those relating to property and the ownership of property. Other qualities:

  • Familiar with funders requirements in terms of experience in land access and acquisition, stakeholder engagement, preferably in the energy sector and with experience in the Pacific.
  • Demonstratable experience with PNG laws and customs
  • Understanding of PNG community liaison and gender sensitive related knowledge
  • Experience with Gender, Equality, Diversity, Social Inclusion (GEDSI) and Child Protection (CP)
  • Enterpriser – possesses the ability to use their initiative and be proactive in their approach
