Proposal Summary:

MSI holds and is also considering bidding on a number of contracts with the U.S. Department of Labor (DOL) to evaluate DOL projects in the U.S. as well as internationally. These evaluations may examine DOL projects and topics covering the range of DOL agencies, with a particular focus likely on worker protection and enforcement agencies and topics. Evaluations and other research activities to be conducted under these mechanisms may include:

  • Large-scale, rigorous evaluations (e.g., randomized control trials or quasi-experimental designs) on topics related to any DOL agency;
  • Statistical, computational, and econometric analyses of administrative and big data, and related analysis support activities, to help DOL agencies understand specific labor-related questions;
  • Design, testing, fielding, and analysis of electronic surveys; and
  • Other evaluation and econometric research, such as academic-quality literature reviews, syntheses and data analyses on labor-related topics.

Position Summary:

MSI is seeking senior- and mid-level consultants with expertise in economics and/or labor topics who could serve as Principal Investigators, Senior Analysts, Researchers, or Subject Matter Experts for the types of evaluations of DOL projects summarized above. Interested candidates should have specific subject matter expertise in relevant labor topics in which DOL works as well as experience leading or serving on evaluation teams, particularly those based on rigorous evaluation designs.

Responsibilities:

  • Serve as team leader and/or subject matter expert on evaluation teams examining DOL projects and activities.
  • Lead and/or contribute to the design of rigorous evaluations and other research activities for DOL projects, ensuring they meet high methodological standards for evidence. This is expected to include the development of data collection protocols and instruments, analysis plans, sampling approaches, and work plans.
  • Lead the implementation of evaluation data collection activities, overseeing team members to ensure adherence to design standards, protocols, and quality standards.
  • Clean and analyze quantitative and qualitative data collected for the evaluations.
  • Lead and/or advise teams in conducting advanced, complex quantitative data analysis of large datasets and trends, utilizing econometric and/or other statistical methods, including simulation; creating data visuals; developing, modeling, programing, and fielding online surveys; and conducting interviews and focus groups.
  • Conduct research and analysis on issues related to DOL agencies and projects, such as worker protection, labor standards, disability and employment, employment and training, reentry, and worker leave.
  • Lead or contribute to the production of visually appealing, user-friendly tables, graphics, and maps for evaluation/research reports.

Qualifications:

  • Master’s degree in economics or related field required; PhD strongly preferred.
  • Minimum of five (5) years of experience required working in one or more DOL topic areas.
  • Minimum of five (5) years of experience required applying economic and/or labor expertise to evaluations or similar research activities in the U.S. or overseas.
  • Minimum of 2 (two) years of experience leading or supervision evaluation/research teams, strongly preferred.
  • Experience working with DOL or similar agencies, strongly preferred.
  • Demonstrated experience designing and implementing rigorous (e.g., experimental or quasi-experimental) evaluations or similar research activities, strongly preferred.
  • Experience designing and implementing household or firm-level surveys, strongly preferred.
  • Proven experience and facility with empirical economic analysis–ideally of large data sets–including exploratory data analysis and causal modeling, strongly preferred.
  • Excellent oral and written presentation skills, including leading the writing of technical reports on complex topics for diverse audiences, required.
  • Demonstrated ability to operate in a team environment and effectively oversee the work of other team members, required.
  • Expertise in statistical software packages (e.g., Stata, R) and/or other programming languages (such as Python) to conduct econometric modeling and statistical analysis, strongly preferred.
  • Advanced knowledge of Microsoft Office (Excel, Word, PowerPoint), strongly preferred.
