Knowledge Management Officer (for Filipino Nationals only)

The overall purpose of this position is to support in the production of knowledge products generated from the implementation of the FRA Ph Project in Mangatarem, Pasig City and Pateros as well as from the advocacy activities with partner organizations.

The Knowledge Management Officer will work in the IFRC Philippine Country Delegation under the Flood Resilience Alliance Ph Project that is being implemented by the Philippine Red Cross in Pangasinan, Pasig City and Pateros until June 2024. A component of this project is to develop knowledge products generated from the project outputs particularly on the sub-themes of community practice in utilizing the FRMC tool, advocacy, and stakeholder engagement. The role is based in-country with regular field visits to project areas and will work in coordination with the Senior Disaster Risk Management Officer, Communications and Donor Relations Officer and technical officers of the FRA Ph Project in the Disaster Management Service of Philippine Red Cross.

The Knowledge Management Officer will report to the Senior Disaster Risk Management Officer as line manager.

JOB RESPONSIBILITIES

• Develop a comprehensive framework and plan that will guide the generation of learning and knowledge products generated from the implementation of the FRA Ph Project in Mangatarem, Pasig City and Pateros as well as from the advocacy activities with partner organizations.
• Capture historical learning across the FRA-Ph Project showing the return-on-investment impacts, cost effectiveness and sustainability
• Develop learning knowledge management materials and promote its dissemination with different target audience in close coordination with the FRA-Ph project team (PRC NHQ-DMS, Pangasinan Chapter and Rizal Chapter) and IFRC
• Support PRC counterparts in the implementation of the KM and Learning component of the FRA Ph project
• Conduct regular field visits to projects sites with PRC counterparts for data collection and generation of learning
• Work closely with PRC counterparts to develop/improve data collection tools that will allow systematic collection of evidence and data for generating learning and knowledge products
• Lead in content design and production of learning and knowledge products such as but not limited to presentations, written case studies and video storyboards in close consultation with the Communications and Donor Relations Officer
• Ensure alignment of knowledge products with the requirements of Philippine Red Cross, IFRC and the Zurich Flood Resilience Alliance in terms of content, design, and branding
• Ensure coherence of knowledge products with the set goals and strategies of Philippine Red Cross, IFRC and the Alliance
• Coordinate closely with the IFRC Knowledge Management in APRO and the Alliance’s Knowledge Workstream in the development, preparation, production, sharing and dissemination of knowledge products
• Develop Terms of Reference for all communication/learning product development

JOB SPECIFICATIONS

• Bachelor’s degree in Development Communication, Human Ecology, Mass Communication, or other related social science programs
• Minimum of 3 years’ experience working directly in knowledge management, research and/or mass communications
• Demonstrated experience in programme research problem identification and design, assessment, methodology and producing quality analytical learning documentation.
• Experience with the principles and current approaches to learning and knowledge management using both quantitative and qualitative methods.
• Experience in disaster management research, humanitarian relief and emergency response setting
• Experience working with in the humanitarian or development sector
• Experience in volunteering with the Philippine Red Cross is an advantage
