Credence Management Solutions, LLC (Credence) is seeking Knowledge Management and Organizational Learning Advisor within USAID’s Bureau of Policy, Planning and Learning (PPL), Office of Learning Evaluation and Research (LER) under GHTP.

Summary Statement

U.S. Agency for International Development’s Bureau for Policy, Planning and Learning (PPL) leads the Agency’s policy, donor coordination, program cycle, evidence and learning, and performance functions to ensure the Agency’s work is grounded in evidence and reflects the most advanced thinking in international development. The Office of Learning Evaluation and Research (LER) promotes evidence-based development through building a body of evidence to support agency priorities, creating tools and guidance for better monitoring, evaluation, and learning, supporting Agency strategic collaborations, promoting continuous learning, and adaptive management, and developing and implementing Agency-wide Learning Agendas. These activities enable USAID’s programming and progress to be as effective as possible, maintaining accountability to the American people, while achieving better, more sustainable development results for the people in the countries where we work.

The position is housed under the Knowledge Management and Organizational Learning (KMOL) function in PPL/LER which is responsible for integrating agency knowledge management, organizational learning, evidence, reporting and learning functions; and contributes to structures and processes to advance coordination on these areas across PPL and other parts of the Agency. The KMOL function priorities are 1) to establish and support implementation of an Agency KMOL policy, 2) institutionalizing knowledge handover at staff transition, 3) strengthening use of local knowledge and 4) other lines of related efforts.

Job Requirements

The Knowledge Management and Organization Learning (KMOL) Advisor provides technical advice to Agency staff in both the field of knowledge and learning for international development and in creating, managing and institutionalizing change. The position requires 1) understanding of development theories, approaches, and practices, 2) expertise in a wide range of methods for knowledge management and organizational learning, and 3) skills to plan, organize, advise on, and implement programs, plans, and proposals involving substantial Agency resources, or that require extensive changes in established procedures, and 4) significant interpersonal skills. Polished interpersonal skills include utilizing sound judgment for facilitation, teaming, and collaboration; creativity to identify, propose, lead, support, influence, and champion solutions in complex and dynamic operating environments; and patience, flexibility, self-motivation, deference, cultural awareness, inclusive-oriented, and organizational skills to effectively work within and across a culturally rich and geographically diverse large organization.

Occasional travel is anticipated, subject to availability of funding and additional approvals. USAID’s offices are located in Washington, D.C. and this is a remote eligible position.

Responsibilities

  • Provide technical assistance and facilitation in support of Agency knowledge management and organizational learning initiatives.
  • Strengthen Agency processes for individual and organizational knowledge capture and transfer.
  • Support the development and rollout of a new Agency KMOL policy.
  • Create processes that enable the capture and use of insights and knowledge derived from local knowledge sources and from behavioral science experiments to inform decision-making.
  • Support evidence utilization through development and dissemination of user-friendly knowledge products and hosting of learning events for internal and external stakeholders.
  • Support the development of organizational and individual capacity to capture, access and apply evidence.
  • Develop and facilitate internal feedback loop processes, such as pause and reflect sessions and after action reviews, to strengthen organizational learning.
  • Support organization and implementation of electronic file repositories and standard file structures for a large, geographically dispersed organization.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

Qualifications

  • Master’s degree and 7 years or Bachelor’s degree and 9 years of relevant experience in public health, social and political sciences, business, economics, sciences, international development, foreign policy, and other related fields. PhD with 2 years experience (preferred).
  • At least 5 years of professional experience with two or more technical disciplines such as (Monitoring and Evaluation, Project Management, Data Analytics, etc); or job duties/responsibilities specifically related to the position description requirements.
  • Experience designing and implementing knowledge management and organizational learning policies and processes.
  • Experience with in-person and virtual group facilitation.
  • Experience in international development, including knowledge of development theories, approaches and practices.
  • Experience in organizational learning and familiarity with Collaborating, Learning and Adapting principles, methods, tools and approaches preferred.
  • Knowledge of USAID systems, processes, policies, and guidance preferred.
  • US citizenship with the ability to obtain and maintain secret clearance required.
