Office/Unit/Project Description

The project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan” addresses identified gaps and barriers to implementation and is consistent with the Government of the Republic of Tajikistan’s vision for the NAP process. The overall goal of the project is to establish the institutional arrangements and human/institutional capacities to develop and execute National Adaptation Plans (NAP) to implement Tajikistan’s National Climate Change Adaptation Strategy (NCCAS).

The result of the project will be the establishment of the institutional arrangements which will empower the Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) to lead the process of translating the country’s adaptation priorities as articulated in the NCCAS and other documents into implementation plans. As part of the NAP process, the project will also capacitate responsible agencies for the four priority sectors which have been identified by the Government of the Republic of Tajikistan as being particularly vulnerable (energy, water resources, transportation, and agriculture) and advance mainstreaming of climate change adaptation considerations in these agencies. The agencies will also develop sectoral adaptation plans, which will be compiled as part of the national NAP. Lastly, the proposed project will address barriers and gaps with respect to financing of priority adaptation measures and implementation capabilities at the subnational level. By addressing these barriers and gaps the project will begin to establish the enabling conditions which will allow for the NAP to be effectively implemented.

In the framework of the project, a comprehensive M&E system will be specifically designed for the NAP process. M&E system should ensure the measurability of progress across sectors and be able to determine whether, as a result of adaptation activities, Tajikistan is less vulnerable to the impacts of climate change.

The NAP M&E system will build upon pre-existing M&E established as part of the Tajikistan Pilot Program for Climate Resilience (PPCR). The NAP M&E system will establish a baseline for the NAP, NCCAS, and adaptation aspects of the NDC, and will provide a mechanism for measuring progress in implementation of adaptation actions that will allow the Government of Tajikistan to identify which adaptation efforts are effectively reducing climate risks and building resilience. The M&E must enable the collection of data on the relevance, effectiveness, and sustainability of climate adaptation initiatives.

Scope of Work

Under the direct supervision of the Project Manager and overall guidance of the Programme Specialist of Climate Change, Energy and Environment (CCEE) Cluster, the Knowledge Management and Gender Assistant will provide support in the effective realisation of the project with a focus on gender and knowledge sharing in general and implementation of the monitoring and evaluation policy, ensuring that, at least, minimum monitoring and evaluation requirements for the project are met. The Knowledge Management and Gender Assistant will participate in results-based planning and monitoring of project, and of thematic, cross-cutting and final project evaluations.

Duties And Responsibilities

The Knowledge Management and Gender Assistant will be responsible for the following key functions and tasks:

GOAL 1: Support the implementation of monitoring and reporting on project progress focusing on knowledge sharing and gender-responsive activities

  • Supports practices and guidance on the systematized, effective application of results based management (RBM) tools throughout the full project cycle and reporting and during the timely closure of project.
  • Provides input and tracks the development of monitoring and evaluation tools and templates, including, as needed, support on progress monitoring parameters vis-a-vis indicators and targets.
  • Regularly supports the monitor the progress of project activities activities to ensure that the activities are gender-responsive, to assess overall project implementation with respect to project objectives, outputs, and indicators.
  • Provide effective troubleshooting, suggestion for corrective measures to be undertaken, based on results of monitoring, where necessary.
  • Support to analytics and data collection of project activities at national level.
  • Support coordinationof the maintenance of risks and issues logs of project in close collaboration with project team and update the project risk register report.
  • Promote monitoring and evaluation standards ensuring gender inclusive data collection, quality assurance/control and capacity development in the project.
  • Assist the developing and updating of Annual Project Workplan in close collaboration with project team.
  • Contributes to maintain repository and update online platforms (UNDP SharePoint) for all relevant project documentation, knowledge management products and overall project reports.
  • Contributes to ensure quality of capacity building workshops through assisting in designing pre- and post tests for each workshop in close collaboration with project team and consultants.
  • Conduct and pre- and post tests during the conduction of capacity building workshops in close coordination with partners and trainers.

GOAL 2: Provides effective support on project reporting, donor relations and partnerships

  • Support in the preparation of visual briefing notes, donor presentations, including steering committee presentations
  • Consolidation of project reports on monthly, quarterly and yearly basis as required by the project and organisation guidelines (including narrative and financial, as appropriate)
  • Timely reporting on identified risk, issues and challenges which may affect project implementation and achievements
  • Ensure standardised and timely collection and documentation of updated data
  • Assist project team in conducting project steering committee, workshops, trainings, and other meetings through organization of events and drafting of minutes if required.
  • Draft UNDP M&E Quality Assurance Report in close collaboration with project team.
  • Assist in completion of HACT assessment risks, Social Environment Screening Procedure (SESP), Project Quality Assurance (PQA) and any ad hoc templates and documentation requested by UNDP Management Support Unit (MSU) and Climate Change, and Energy Environment Cluster.
  • Support the process of conducting Final Evaluation of the project by compiling data and information to ensure smooth conduction of the evaluation process.

GOAL 3: Support knowledge building and knowledge sharing intervention

  • Effective support in identification, documentation, synthesis of lessons learned and best practices across project, CO for monitoring, reporting, and knowledge sharing.
  • Draft one page summary for various knowledge management products.
  • Plan, participate and contribute in results-oriented monitoring and reporting training efforts in the CO and for implementing partners
  • Proper documentation of research reports, studies and evaluations are maintained. This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc.
  • Support and facilitate robust evidence base documented experience, with research and analysis carried out, where possible.
  • Support the coordination with national counterparts on receiving feedback on developed knowledge products and reports.
  • Support with dissemination of data and information with partners and consultants.
  • Assist with filing and archiving of project information and data in close coordination with project team.
  • Partcipate at staff meetings and team building activities to ensure sharing knowledge with others and learn from other colleagues.
  • Contribute to development on video and other communication materials production in close colloboration with project team.
  • Any other relevant task assigned by the Project Manager.

Institutional Arrangement

The direct supervisor is the Project Manager for UNDP/GCF Project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan”.

Education

Required Skills and Experience

  • Secondary Education is required.
  • University degree (Bachelor’s Degree) in Social Sciences, Communication, gender, or other relevant disciplines will be given due consideration, but it is not a requirement

Experience

  • Minimum five years (with secondary education) or 2 years (with Bachelor’s degree) of experience in implementation of M&E, or knowledge management activities with international or national organizations.

Required skills: Training in M&E, reporting, or gender will be an advantage.

Desired skills in addition to the competencies covered in the Competencies section:

  • Knowledge of and experience in monitoring and evaluation of project activities and using various monitoring tools.
  • Knowledge and experienced ability to draft high quality projects’ presentations and reports supported with graphic and statistical summaries.
  • Familiarity with gender issues and gender-responsive intervention.
  • Sound understanding of results-based management practices and reporting, as well as ability of developing executive summary or one-pagers for sharing knowledge among stakeholders

Required Language(s): Fluency in English, Russian and Tajik is required.

Professional Certificates: Certification on M&E or gender is an asset.
